The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Lead and conduct an analytic production program leveraging quantitative methods and analytics, data science, and other structured tools and techniques to increase the sophistication of SFG assessments on transnational topics to include geopolitics, strategic competition, governance, climate change, health, gender, and other political and societal issues globally. Partner with other D/NIOs in SFG to increase the use of data and quantitative tools in SFG analysis. Identify, develop, and produce standalone analytic projects independently that can contribute to SFG's mission on a range of transnational and forecasting issues. Deconflict with SFG management and the other D/NIOs. Identify areas where data and quantitative methodologies could open up new transnational accounts for SFG to explore. Serve as the Strategic Futures Group point of contact and expert resource for data management, quantitative analysis, and exploitation, especially as it relates to the acquisition, exploitation, and analysis of data for the Global Trends effort. Develop and implement data management and storage tools and procedures for SFG. Contribute to the production of quantitatively grounded graphics and other inputs for Global Trends. Review and validate the use of quantitative data in the broader Global Trends document. Be the lead in SFG for the identification, review/assessment, testing, and implementation of emerging or new tools and techniques. Build strong networks with outside experts in academia and industry to help identify emerging tools and techniques that could be incorporated into strategic analysis. Serve as the Strategic Futures Group point of contact and expert resource for functional counterparts in the IC and policy communities on quantitative and statistical analysis, data science, modelling & amp, simulation and other tools and techniques for intelligence analysis. As available and required, become a resource for other NIO elements in the NIC to support their regional and functional missions through the integration of quantitative methodologies and data sets into their analysis. Engage with senior U.S. Government policymakers, National Security Council, State Department, USAID, Department of Defense (DoD), and Combatant Command strategic planners on issues related to projects. Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on issues related to the analytic portfolio. Support the DNI representative to Deputies Committee (DC) and Principals Committee (PC) meetings on issues related to the analytic portfolio. Foster and strengthen relationships among analysts from across the IC and with academia, think tanks, the business community, and other nongovernment subject matter experts to ensure that the IC has a comprehensive understanding of emerging transnational and transfunctional issues of strategic importance. Organize analytic exchanges and other forums to draw on expertise from outside the government to support IC analysis and written production. Contribute to discussions in the SFG centered on other strategic (global, transnational, and/or long-range) issues of importance to senior US policymakers, defense planners and/or warfighters. Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.

Qualifications

Expert knowledge and/or advanced degree of quantitative methodologies, data science, and analytic tools especially as they relate to social science fields with such as politics, economics, anthropology/sociology, and/or security issues. Proven track-record of high-impact analytic production or production support on these topics. Expert knowledge to identify potential national security implications emerging from data science and statistical analysis of global trends. Superior ability to produce high-quality, complex and well-written analyses, studies, projects, assignments, and briefings on governance and political change for IC consumers and policymakers at the highest levels of the US Government. Superior flexibility and ability to remain open-minded and change opinions on the basis of new information and requirements; superior ability to solicit opinions from ODNI and IC colleagues, as well as from non-government and academic experts. Superior critical thinking and reasoning skills as well as ability to quickly prepare reports and analyses of developments that are characterized by clear organization and concise, logical presentation. Strong analytic tradecraft and knowledge of modelling & simulation, structured analytic techniques, and relevant warning and change detection methods. Superior communication, organizational, and interpersonal skills, including the ability to communicate effectively with people at all levels of leadership and all levels of knowledge. Superior oral and written communication skills and superior ability to give oral presentations and to effectively represent ODNI in interagency meetings. Superior interpersonal, collaborative and networking skills; superior ability to understand and interact with internal and IC counterparts and key consumers; superior ability to work with and fairly represent the community when analytic views differ among agencies. Expert ability to apply appropriate futures and foresight analytic methodologies for identifying the implications of emerging trends and for conducting futures assessments. Creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.
