The Youth Regional Treatment Center (YRTC) Administrative Officer (AO) is responsible for overseeing and coordinating all aspects of administrative service programs and for working closely with the YRTC Health System Administrator/CEO in assuring that the services (procurement, T&A, personnel, budget, billing, medical records, etc.) are implemented as well as, directing and evaluating all aspects of these services. The AO will be responsible for the supervision of non-professional staff members.

Duties

Program Management Responsibilities: Assures the smooth functioning of administrative services in accordance with the established policies and procedures of the YRTC. Assures, with the assistance of the Health Systems Administrator/CEO, the ongoing administrative services are within expected guidelines. Develops, coordinates and integrates program plans in accordance with policies and directives pertinent to the administration and management of the YRTC. Such plans provide program goals and operating guidelines relating to quality assurance and utilization review, monitoring existing contracts with vendors, and defining and communicating objectives and priorities. Makes recommendations on the modification, extension, and discontinuance of administrative functions, projects, and activities. Develops and documents reports, manuals and correspondence on pertinent subjects and issues. Analyzes current and future situations and conditions to identify service problems, trends, probable causes and corrective actions necessary. Collects data and provides justification for program operations and changes including resource requirements, priorities, and needs for professional or technical services. Reviews and analyzes funding and makes recommendations in necessary control measures to remain within the availability of funds. Analyzes for correctness and accuracy of fund obligations, projection of expenditures and obligations backlog. Oversees the formulation of the administrative budget based upon actual requirements and projected requirements; furnishes any special recurring reports as required. Confers with, and consults with representatives of the IHS office of environmental health and engineering to assure that all safety protocols are established and communicated to the staff of the YRTC. Supervisory Responsibilities: The AO provides technical and administrative supervision to the following positions: Administrative Assistant, GS-303-7 Administrative Assistant/Receptionist, GS-303-5 This generally includes performance plan development and appraisal, approving leave, assigning work, etc.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing administrative and program support; coordinating communication, assisting with calls and inquiries and maintaining schedule for meetings, staff and program activities and due dates. Prepare executive correspondence for management and stakeholders; and preparing regular financial and administrative reports. Maintaining organizational controlled correspondences, time and attendance records and record management guidelines. Experience with procedural policies, regulations and processes, to provide technical guidance on program activities and functions; and organizational control processes and protocol.

Education

In lieu of specialized experience, you may qualify based on education:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
