This position is located in the Western New York VAMC in Buffalo, NY. The primary purpose of this position is to serve as a Program Support Assistant (PSA) in support of the GEC line, tasked with performing a variety of complex administrative services to the operation and success of the GEC program.
Duties
Duties include but are not limited to:
Operational Program Support and Records Management: (40%)
Serves as primary GEC point of contact (POC) with substantive knowledge and operable functionality in working with relative GEC and facility staff in the authorization and payment of eligible Veterans in all aspects of Community Nursing Home (CNH) and Non-Institutional Care (NIC). This would include authorizations for each episode of care from admission(s) to discharge(s) that utilize an array of available and contracted community nursing care resources to fit their clinical needs.
The incumbent would serve as the trainer for GEC staff in the authorization and payment of eligible veterans in all aspects on CNH and NIC. The incumbent would be responsible for orientation of new GEC employees to software applications, databases, and functions.
The incumbent in this role reviews and input authorizations/ reauthorizations within VA and other contracted payees for service. Detailed oversight utilizing payment and recording systems for such cares. Assuring alignment and communication(s)with relative details in CPRS/ EMR consults and notes for consistency and progression from consult to admission, and thereafter billing for same.
The incumbent reviews adequacy and propriety of resultant billing to assure accuracy and accounting to further payments via VA/ VISTA computer systems and financial software in use.
Incumbent staff is facility Contracting Officers Representative (COR) for Community resources for Nursing homes and primary recipient and responder of Community Nursing home inquiries.
Provides timely, accurate responses to requests for information concerning GEC related services at VAWNYHCS. Responsible for electronic/paperwork management within the service. Maintains controls on all incoming correspondence and/or action items, initiates follow-up on completion of work in process to ensure a timely reply or action in consult and recognition of the GEC Careline Manager.
Services as fiscal control point clerk for relative fund control points (FCP) for budgetary matters and obligations. When serving in this capacity, is responsible for establishing and maintaining records for these fund control points and maintains budgetary expense awareness utilizing VISTA IFCAP computer system and local fund management procedures in support of program efficiency and productivity.
Scheduling/Coordination (25%)
Assist with scheduling appointments, meetings, trainings, coaching sessions, conferences, calls, etc. for GEC service line staff based on personal knowledge of program length, staff availability and appropriateness of request.
Coordinates training room reservations and equipment management to aid in the successful delivery of services.
Assist GEC chief with developing committee agendas, attends meetings, records, and transcribes minutes, arranges for meetings involving staff and sends out invites.
Provides back up support for other committees and meetings as needed. Is active on committees and workgroups as assigned by GEC chief and arranges for meeting spaces, speakers and supports arrangements for large conferences/trainings or site visits.
As primary timekeeper is responsible for preparation and timely submission of time and attendance reports as well as being a resource for inquiries concerning timekeeping from service personnel when questions arise.
Data tracking (20%)
Responsible for all data tracking activities, including data entry, and acts as the departmental/ programmatic records management liaison.
Responsible for the management of training rosters, surveys and data gathering. Responsible for administering and gather program surveys following all facility trainings.
Utilize paper survey tools or MS Forms. Provides GEC service chief with a debrief of training needs or developmental feedback provided in training surveys.
Facilitation (15%)
Assists GEC services line staff with facilitation of all GEC programs and services.
Acts as an alternate presenter as needed to support the GEC program.
Actively engages in developmental opportunities and stays up to date of GEC programming changes, learning needs changes and barriers experienced by staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Proven ability to research and respond to complex questions involving regulations and/or beneficiary entitlements;
Maintain software proficiency to track patient funds; respond to fiscal audits; deposit and withdrawal reconciliation by paper, systems, or excel to ensure amounts are correct and funds are appropriately applied;
Maintain detailed records for all administrative transactions; verifies eligibility for beneficiary travel which includes the ability to coordinate and process claims;
Maintain logs and documentation related to admissions and transfers of patients; ability to perform educational briefings, presentations, and informational activities for military units, Veterans, Veteran service organizations, community partners, and the general public.
Note: Experience must be fully documented on your resume and must include job title, series and grades for all federal positions held, duties, month and year start/end dates AND hour worked per week.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. There may be, however, some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
