This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Housing Manager reporting to the Chief Housing Division located in the Directorate of Public Works (DPW) at a large multi-mission installation. Supervises employees engaged in support of housing management programs.
Duties
Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
Develops garrison policies for all aspects of housing programs.
Leads in Basic Allowance for Housing (BAH) data collection, analyzes data, and reports submission.
Develops and sets performance standards for all subordinates, reviews their accomplishments, counsels them on deficiencies, gives advice and instructions on work and administrative matters.
Serves as the Contracting Officer Representative (COR), responsible for management oversight; guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must successfully complete a Contracting Officer?s Representative course within 30 days of employment.

Specialized Experience: One year of specialized experience which includes experience with the planning, management, administration, coordination and implementation of housing management programs such as Unaccompanied Housing (UH), Residential Communities Initiative (RCI), or Housing Services Office (HSO). Conducts inspections of various properties to determine adequacy, habitability and suitability for occupancy. Develop housing policy, collect data and prepare various briefs, charts, reports and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
