Duties

Plans and conducts project assessments which determine the presence or absence of hazardous wildland fuels. Reviews project plans and makes recommendations on appropriate levels of monitoring, for pre and post implementation. Establishes and refines study plots to assess fire and fire suppression impacts on the ecosystem. Reviews fuel treatment alternatives and prepare segments of a fuels management plan according to an interagency template. Utilizes fire and fuels modeling applications and other information such as aerial and satellite imagery to analyze fire behavior and fire effects. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, prepares schedules for completion of work, and approves leave. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Coordinates within the unit to ensure timeliness, form, procedure, accuracy, quality, and quantity standards are met. Evaluates work performance of subordinates, setting standards, monitoring, and final evaluating of subordinate performance. Effects minor disciplinary measures, such as verbal warnings, cautions, and reprimands. Responsible for the on-the-job safety and health of all employees supervised. Technically administers all aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified. During the implementation of prescribed fire plans, fuels projects, and managing wildfire use plans, monitors fire behavior, evaluates fire effects, identifies potential problems, and makes recommendations. Conducts field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting program objectives. Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after-action reviews. Organizes and maintains equipment, vehicles, and supplies assigned to the module.

  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: FFT1 (Firefighter Type 1) 90 Day Prior Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: (1) Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-06: Serve as a senior wildland firefighter on a handcrew or prescribed fire crew. Performs the duties of a fully qualified chain saw operator and chainsaw repair technician. Certified in the use of helicopter long lines. Performs all aspects of wildland and prescribed fire operations including preparation, ignition, monitoring, holding, and mop-up. Collects fire weather data, fuel and/or soil moisture samples, maps projects, and maintains records. Gathers and considers information on weather data, topography, fuel types, and fire behavior in responding to wildland fire incidents. Responsible for operation and maintenance of specialized equipment used to respond to wildland and prescribed fire situations. Accomplishes emergency repairs as necessary to permit continued use of equipment. Substitution of Education for Experience: One year of graduate level coursework leading to a master's degree (18 Semester Hours), or a combination of specialized experience and education. For GS-07: Serve as a lead wildland firefighter on a prescribed fire crew. Instructs crewmembers in specific tasks and techniques; conducts on-the-job training; distributes and controls work assignments among employees, assures timely accomplishment of assigned tasks; maintains work notes and records; reports on work accomplishments, ensures that the work is carried out safely; reports on performance problems and issues. Makes initial evaluation of fire situations, determines rate of spread, potential hazards to property and other improvements, suppression method to use, deployment of crew, point of initial attack, and type of tools to use. Performs prescribed fire operations including preparation, ignition, monitoring, holding, and mop-up. May use specialized firing equipment (e.g. drip torches, flares, and terra torch). Substitution of Education for Experience: One year of graduate level coursework leading to a master's degree (18 Semester Hours), or a combination of specialized experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands: Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Work Environment: The work is primarily performed out-of-doors in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions. Temperatures vary from above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to adverse weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. The employee may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Work may require travel by fixed- wing or rotor-wing aircraft.
