This Senior Executive Service (SES) position is located in the Office of Enforcement and Compliance Assurance (OECA), Office of Compliance (OC).
About OECA
This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized.
Duties
The Office of Compliance (OC) is responsible for the implementation and oversight of national activities related to five functions within the enforcement and compliance assurance program. First, OC serves as the lead for the national compliance assistance program designed to help regulated entities comply with environmental laws and regulations. Second, OC develops policy, tools, and training for the national compliance monitoring program, which program includes targeting, data analytics, inspections, and other compliance monitoring tools. Third, OC develops and maintains and provides access to the data used to manage the national program and provide public transparency, including the modernization and operation of national data systems that serve EPA, state programs and the public. Fourth, OC leads innovation efforts to use evidence to improve the effectiveness of compliance assurance programs and tools, including review of EPA regulations to improve their effectiveness. Fifth, OC leads efforts to collaborate with state authorized programs and provide oversight of state program performance thru the State Review Framework. In addition, OC leads the national compliance assistance program to help regulated entities comply with environmental laws regulations and provides training for EPA inspectors on environmental laws.

Qualifications
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors will result in your application being disqualified.
TQ 1 - Demonstrated experience directing environmental compliance assistance and enforcement programs under EPA or equivalent state statutes, including working with a variety of stakeholders and tools to increase overall compliance rates.
TQ 2 - Demonstrated experience in designing, developing, operating, maintaining, or providing user support of data systems.
