The primary purpose of this position is to serve as an Employee Compensation Analyst within the Employee Compensation Unit within the Finance Service Line of the Healthcare System. Performs duties that promotes adherence to Employee Compensation-related Federal Laws and Regulations and VA Financial Policies, Procedures and Best Practices. Committed to assisting the Healthcare System's ongoing Mission of providing the highest quality of healthcare to our Nation's Veterans.

Duties

The Incumbent supports the Chief Financial Officer (CFO), Assistant Financial Officer (AFO) and the Employee Compensation Supervisor to provide accurate and timely compensation for all Healthcare System Employees. As the Financial Compensation Analyst your duties will include but are not limited to: Investigates Employee compensation-related errors and/or anomalies through analysis of VA Financial Management and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery. The Incumbent reviews and reconciles various types of Employee compensation and leave transactions involving General Schedule (GS), Wage Grade (WG), VM, VN, Title 5, Title 5 Hybrids, Title 38, Title 38 Hybrids, Senior Executive Service (SES), Veterans Canteen Service (VCS), and Fee Basis Providers. The Analyst uses the standard components of the VA financial management systems. Troubleshoots issues in critical or emergency situations, such as with the transmission of timesheet data to DFAS. Recommends and implements solutions or workarounds and documents all communicative efforts and resolutions in the incident record/service request. By various means, provides input and keeps informed of procedures and along with related updates and changes. Employee is aware of and is familiar with how activities, including purchasing, consumption, and recycling decisions, impact VA's goal to implement sound stewardship practices that are protective of the air, water, land, and other natural and cultural resources by utilizing sustainable practices to eliminate, minimize, or mitigate adverse environmental impacts. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: M-F- 40 hours per week; 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge in Defense Civilian Payroll systems (DCPS), researching all payroll related issues, including accrual, obligations, and costs methods, Knowledge of the pay and leave entitlements of USC code Title 5 and Title 38 physicians, and nurses, salaries and wages, student loan repayments . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4-year course of study leading to a bachelor's degree PLUS Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average (GPA), or (3) Honor Society Membership. (1) CLASS STANDING: Applicants must be in the upper third of the graduating class; (2) GPA: Applicants must have a GPA of 2.95 or higher based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR, a GPA of 3.45 or higher based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) ELECTION TO MEMBERSHIP IN A NATIONAL SCHOLASTIC HONOR SOCIETY. OR, one (1) full year of graduate level education in an accredited college or university or superior academic achievement. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Program Specialist. NOTE: A transcript or course listing must be submitted if you are basing all or part of your qualifications on education. Unofficial transcripts required. You must have an combination of specialized experience and education beyond graduate education and experience to meet the total experience requirements for the GS-07 level as described above to meet total qualification requirements for this position. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirement. (TRANSCRIPT REQUIRED) . For the GS 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thorough working knowledge in Defense Civilian Payroll systems (DCPS), researching all payroll related issues, including accrual, obligations, and costs methods, Knowledge of the pay and leave entitlements of USC code Title 5 and Title 38 physicians, and nurses, salaries and wages, student loan repayments, kknowledge of current financial developments, thorough knowledge of the financial systems to ability to troubleshoot and analyze difficult issues from any source providing excellent customer service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree from an accredited college or university; OR, two (2) full years of progressively higher level graduate education leading to such a degree; OR, an LL.B. or J.D., if related.
