This position is located at the Lebanon VA Medical Center, Pennsylvania. Incumbent is responsible for the management and administration of planning, design, construction and activation of projects. This includes, but it not limited to, ancillary functions relating to record drawings, facility planning, project design, cost estimating, preparation of plans and specification for contracting documents, project management, preparation of new project applications, and plan review.
Duties
The major duties of this position include, but are not limited to:
Contract Administration - Contracting Officer's Representative (COR)
Independently responsible for developing contract designs, plans, specifications, cost estimates, drafting (using Computer-Aided-Design (CAD), inspecting and supervising complete complex projects from inception, design, and construction to final acceptance of building rehabilitation projects that include repair, replacement or rehabilitation of architectural systems, utilities, fire alarm and sprinkler systems, heating, plumbing, air conditioning, ventilating, pumping, gas supply, medical systems, medical equipment, medical gases and control systems (digital, analog and pneumatic). Changes or deviations occur frequently during the progress of these projects resulting in changes to the design or scope of the project thereby requiring considerable and immediate independent action. Examples: additional factors requested after commencement of a project, errors or omissions in the design documents, and unforeseen sight conditions such as asbestos or other hazardous material revealed after a wall has been removed.
Responsible for independently analyzing the facts and developing solutions for any deviations as they arise and developing and coordinating the necessary designs, design modifications, estimates of probable costs and other contract documents as required.
Evaluate and score qualifications of A&E firms bidding on facility projects.
Participates as member of A&E selection boards
As the design team chairman, supervises the consulting architects and engineers in the design of competitively bid construction documents.
As the design team chairman, responsible for the supervision of the VA design team, provide engineering advice and guidance to the design team members during design and construction of assigned projects.
Performs constructability review of plans, specifications and reports. Make recommendations for changes prior to award.
Participates in formal and informal meetings and briefings to present findings and recommendations to management officials, and initiates correspondence for own, Contracting Officer and Facilities Manager's signature.
Independently exercises authority given as COR to keep projects on schedule and in accordance with contract requirements.
Serves as subject matter expert and technical advisor to the Contracting Officer during the contract negotiations.
Performs Engineering Design
Develops contract drawings and specifications for competitively bid construction and maintenance and repair work at the VA Medical Center, Lebanon, Pa. Also develops drawings for station level projects. Independently exercises technical and administrative direction on assigned projects. Duties include architectural design, mechanical and electrical design, fire sprinkler design, lighting design, plumbing, heating, air conditioning and ventilation design.
Conducts research and interprets precedent designs using engineering handbooks and guidelines and codes such as International Building Code, NFPA Life Safety Code, National Electric Code, VA Design Guidelines, ASHRAE, VA Construction Standards, Manufacturers Literature and VA Standard Guide Specifications, directives, Federal Acquisition Regulations, contracting manuals, decisions from prior claims, and established practices using technical judgment and selection of the best available design layouts.
Independently prepares detailed cost estimates for competitively bid construction projects and maintenance and repair work.
Coordinates all projects with using service, from conception, design, construction and completion.
Performs field measurements and gathers engineering data necessary for developing design and construction drawings and specifications.
Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with specifications.
Activations
Meets with the VA management that will occupy the new space to gather the needs for equipment, furniture, and supplies.
Drafts contracting packages to purchase the needed equipment, furniture and supplies.
Coordinates equipment deliveries and installation between the construction contractor, VA staff and equipment vendor.
Works closely with the Lebanon VA Interior designer to coordinate move schedule.

Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being exposed to the elements. The work is mostly performed in an office setting. However, at times the work is performed in a construction area with inherent dangers. Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
1) Perform detailed quality assurance functions for construction.
2) Review and analyze plans, specifications, building codes, industry standards, regulations, and manuals to assure compliance prior to construction.
3) Analyze problems and review and interpret requirements.
4) Conduct inspections of contract features which require periodic attention.
5) Effectively communicate with various internal and external stakeholders participating in construction projects including Architect-Engineer firms, Construction Contractors, Manufacturers, Coworkers, Clinical Staff, Nonclinical/Administrative Staff, Maintenance and Repair Staff, etc.
Examples of qualifying experience include:
Engineering aid or technician or surveying technician performing work directly related to construction.
Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-11 level.
