This position is a Laborer, WG- 3502-3 working in Burnet, Texas for the R2-Inks Dam National Fish Hatchery. This position is also open to the public under announcement R2-23-12084080-GM-DE. You must apply to each announcement separately if you wish to be considered under both recruitment methods.

Duties

As a Laborer your duties will include, but are not limited to, the following: Follows general instructions to perform tasks that require prior work experience or training, and some degree of manual skill. Perform limited roads maintenance work. Use concrete, gravel, and/or asphalt to fill and level holes in damaged roads. May also be required to break up pavement using jackhammers and clear sidewalks using large, industrial-type, powered snow blowers. Digs ditches and trenches with pick and shovel where soil is hard and compact and must grade or slope. Install and repair fence panels/posts and digging holes and setting posts in the ground or in concrete. Performs trail maintenance activities as needed. Moves heavily loaded wheelbarrows and hand trucks; uses heavy type power mowers including adjusting blades, cleaning and oiling. Cuts heavy trees with axe or chainsaw; stacks heavy logs, lumber, and sacks of cement, etc., or performs other duties requiring similar judgment and comparable physical effort. Uses a variety of hand tools on projects requiring minimal trade skills to include: measuring, cutting, drilling, hoisting, leveling, etc. Perform general and deep cleaning task to include: stripping and waxing, high dusting, mopping, recycling, trash removal, power washing facilities, and light, medium, and heavy fleet vehicles, and etc. Laborer in some work situations operate large power tillers (walking or riding-type) to prepare flower beds and lawn areas for sod and bedding plants. Operate large, industrial, walking-type power mowers (e.g., one or more cutting decks, mechanical controls, and attachable implements) and/or simple riding-type mowers (e.g., a fixed or floating cutting deck(s) with limited adjustments). Manually adjust blades for cutting height, prepare gasoline/oil mixtures for powered equipment, and clean and lubricate mowers. Must follow safety practices and procedures following established safety rules and regulations. Uses and assures proper fit of required safety equipment and clothing. They will follow all federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials in accordance with environmental standards. Keeps work area clean and orderly. Keeps written maintenance records for all equipment operated. Keeps equipment log books up-to-date at all times. Inputs equipment service and maintenance data in the Service's approved maintenance database. Other Duties As Assigned-Assignments should be reasonably related to the employee's job description. In an emergency situation, duties which might not reasonably be related to an employee's position may have to be assigned. Physical Effort: The work performed requires the exert of heavy physical effort in doing such tasks as frequently lifting and moving objects weighing over 23 kilograms (50 pounds), operating heavy power mowers on grades or pushing wheelbarrow loads of cement, etc. Working Conditions: Working conditions include work inside and outside. When working outside, exposure to all kinds of weather conditions is common. Inside work is often accomplished in office buildings, warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt. Exposed to the possibility of bruises, muscle strains, cuts, and scrapes and more serious injuries. Work requires the employee to follow proper safety procedures and use standard safety equipment such as coveralls, aprons, rubber clothing, gloves, goggles, ear protectors, safety glasses to avoid possible hazards. Equipment and tools used require special alertness and care to avoid serious injury to self and co-workers. Safety precautions are required and regulations must be observed at all times.

Qualifications

By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation. http://www.opm.gov/qualifications/x-118c/ Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date will be considered. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.
