Duties

Serve as a Safety and Occupational Health Specialist and technical safety advisor for the U.S. Army Garrison (USAG) Carlisle Barracks. Responsible for planning, organizing, administering, and evaluating a comprehensive Garrison safety and occupational health program. Conduct surveys of facilities and operations to evaluate the effectiveness of safety and health requirements and practices. Determine areas for emphasis in safety promotion, assure distribution of material to all directorates/staff sections, prepare material for inclusion in safety-related campaigns, and conduct safety training courses. Prioritize courses of action and risk mitigation strategies for hazard abatement. Utilize interpersonal communications skills to influence positive change in safety and occupational health practices across the organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have a current valid, State-issued motor vehicle driver license.
  • Must obtain and maintain a Government Motor Vehicle Operators Identification Card.
  • May be required to work extended or irregular duty hours.
  • Complete Career-Program 12 Professional Certificate Level 1 within one year of starting the position.
  • Moderate to Heavy Lifting up to 50 pounds.
  • The position requires that the incumbent be able to obtain and maintain a Secret clearance.

Specialized Experience: One year of specialized experience which includes 1) experience interpreting and applying safety and occupational health regulation, standards, and operating instructions; 2) technical experience employing safety and occupational health investigative techniques to determine the elements of industrial workplace mishaps; 3) technical experience recognizing safety and occupational health hazardous or potentially hazardous conditions in the industrial workplace; 4) technical experience recommending safety and occupational health corrective actions to mitigate risk and prevent recurrence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
