About the Position: This position is responsible for providing or obtaining a variety of management services essential to the direction and operation of WALTER REED ARMY INSTITUTE OF RESEARCH, at FT DETRICK, FREDERICK, MD.
This is a Term position scheduled to last 5 years. A term position may be extended to a maximum of 8 years depending upon the needs of management.
Duties
Participates in definition of assignments, including identification of work to be done and deadlines for completion.
Plans and organizes the work; interprets regulations; applies new methods; and coordinates with others as necessary.
Uses knowledge of principles, concepts, policies, and objectives of acquisition administration to formulate and implement guidance and apply new methods and procedures in the area of administrative support.
Applies knowledge of general policies which frequently require the development of internal methods of operation or procedures.
Serves as the Contracting Officer Representative (COR, as the advisor and representative of the Contracting Officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May require up to 5% TDY, business travel.
- Must complete COR with Mission Focus Training (CLC106). Completion must be within 6 months of being assigned a COR by Contracting Officer.
- Requires a secret level security clearance.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. The Walter Reed Army Institute of Research (WRAIR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the (GS-09) DJ-02 grade level in the Federal service which includes work that involves 1) assisting management in administrative office operations; 2) analyzing management principles, practices, methods and techniques, and (3) skill in integrating management services with the general management of an organization.

EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if in a related discipline appropriate to the position. (Note: You must attach a copy of your transcripts.)
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that can be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify, only graduate education in excess of the amount required for the next lower grade level may be used to qualify at the GS-11.
