This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD About the Position: Serves as Technical Specialist responsible to Chief, Radioactive Waste Disposal Office for extensive Dept. of Defense (DOD) worldwide radioactive waste disposal program. Selection may be made at any grade level

Duties

Implements and carries out the policies and guidelines for the storage, movement and disposal of unwanted radioactive material. Acts on behalf of the office chief to prepare, inspect and certify packages of radioactive waste for shipment to a designated low-level burial site. Prepares the issue of instructions to include all required paperwork, labels and markings to DOD and other federal agencies for the legal packaging and shipment of radioactive waste. Ensures the proper instructions are provided by reading and interpreting all DOD, state, and Federal regulations governing these shipments. Acts as Project Officer for non-major projects assigned by the office Chief involving the decontamination of equipment and/or small areas contaminated with radioactive materials. Develops scopes of work for these projects and follows through with on-site assessments of contractor activities. Acts to provide uniform guidance and training to generators and transporters of radioactive waste material. Provides on-site training as requested by generators and directed by office Chief. Monitors contractor activities to assure the best interests of the government are being met from a legal and monetary standpoint.

Requirements

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Qualifications

Who May Apply: US Citizens This is a Permanent position. May be filled at the GS-7, GS-9, GS-11 or GS-12 grade levels. If selected at a lower grade, non-competitive promotion to the full performance GS-12 grade level is authorized. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC EDUCATION REQUIREMENT FOR ALL GRADES: Degree: Natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. OR Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) Specialized Experience GS-07: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes experience that is typically in or related to the work of the position to be filled including: 1) Experience researching radiation detection; AND 2) Experience researching radiation safety. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural science, physical science, or engineering. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) OR Superior Academic Achievement: Successful completion (or completion no later than December 2019) of all the requirements for a bachelor's degree with Superior Academic Achievement (S.A.A.). In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) GS-09: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience that is typically in or related to the work of the position to be filled including: 1) Experience with handling radioactive material; AND 2) Experience using instruments for radiation detection. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) GS-11: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience that is typically in or related to the work of the position to be filled including: 1) Assisting with planning for radioactive material disposal; AND 2) Assisting with packaging radioactive material for transport. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) GS-12 To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience that is typically in or related to the work of the position to be filled including: 1) Response planning for radioactive contamination spills; AND 2) Interpreting radiological survey data.
