The incumbent serves as the Assistant Director for Oversight and Accountability with Education Service under the Deputy Director for Program Management. The incumbent provides oversight and leadership to the Oversight and Accountability staff, (Integrity and Protection, Federal and State Approvals, Approvals Compliance and Liaison, and Agreements and Federal Programs Teams), contributing to the mission of the service and the division.

Duties

Specific duties include: Plans, directs and supports oversight activities designed to protect the integrity of benefits and services provided by Education Service by ensuring compliance with applicable statutes, regulations, and published VA policies and holding stakeholder accountable for non-compliance with applicable requirements. Reviews proposed legislation provides input and review for new or amended agency rules, policies and procedures impacting Oversight and Accountability functions and processes. Evaluates correspondence, memoranda, requests for information and other communications addressed to VA, VBA or Education Service (EDU) and concurs on or approves responses as appropriate. Ensures that outgoing communications reflect the views of EDU, VBA and/or VA leadership and coordinates with other impacted VA officials as necessary. Provides information and decision to members of Congress, Veteran Service Organizations, VA officials and representatives of other Federal agencies on matters regarding program approval and oversight activities. Participates in the development of both long and short-range plans for the oversight pf VA Educational assistance programs. Ascertains information required for updating or changing plans; follows-up and coordinates the collection of required data and prepares documentation for presentation and discussion. Performs contract management and oversight of State Approving Agencies with program approval and oversight responsibilities specified in statue. Collaborates with trusted Federal Partners (VA's Offices of Inspector General and Office of General Counsel, the Department of Defense, Education, Justice the Federal Trade Commission. Consumer Financial Protection Bureau, etc.) on shared consumer protection issues, including administrative, civil and criminal actions. Oversees the review and approval of courses offered by foreign institutions of higher learning, programs offered by Federal agencies, those for which VA is acting as the State Approving Agency due to a lack of a contract with one or more States, and any ad hoc program or pilot for which the Secretary has approval authority. Provides representation, as directed, at national or reginal education conferences and as a member on committees. Also represents Education Service in department and agency meeting and conferences, as required. Provides day-to-day direction to central office and field staff that is responsible for ensuring the propriety of program approvals and the compliance of educational institutions with federal laws, regulations, policies and procedures. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: Available, as determined by the agency policy. Virtual: This is a virtual position. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/18/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-15 position you must have served 52 weeks at the GS-14 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: planning, directing, and coordinating Education programs; providing day-to-day direction to a staff ; researching, interpreting, and applying VA regulations to establish policies and procedures; identifies and solves critical or sensitive problems in personnel issues and provides recommendations to senior leadership; researching, interpreting, and applying VA policy and/or regulations to establish policies and procedures for a team of employees; writing policy and/or complex project management plans; formulating responses to congressional inquiries through white papers; conducting formal presentations to executive level decision-making official; developed operating plans; developed schedules and progress reports for employees. Education Substitution: There is no educational substitution at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary.
