This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D1824000 and is part of the AR ANG 188 WGH WG, National Guard.
NATIONAL GUARD MEMBERSHIP IS REQURED
Duties
(1) Conducts Staff Assistance Visits (SAV) to evaluate the administration, documentation, operation and effectiveness of the overall training programs of all assigned units. Advises group commander, squadron commanders, section officer in charge (OICs), trainers and supervisors of the policies, status, and progress of training programs. Identifies "best practices" and/or problem areas in visited unit and provides cross-feeds to all assigned units to improve unit effectiveness and readiness.
(2) Performs a variety of training program analysis and trend identification. Reviews organizational readiness data such as Status of Resources and Training Systems (SORTS) and Aerospace Reporting Tool (ART), and provides the Group Commander with up to date unit training status for all assigned squadrons.
(3) Responsible for the development, coordination, and dissemination of the annual Master Group Training Plan. Ensures each assigned unit develops an annual training plan, consistent with group goals and objectives. Plans include upgrade, readiness, and positional training for all assigned personnel, and indicate which type of training will be accomplished at each unit training assembly (UTA) and annual field training (AFT).
(4) Coordinates with outside agencies, advisory services, multimedia libraries and sections conducting training both group-wide and within the local units. Ensures training schedules and materials are available to minimize disruption of training programs as required. Maintains a file of current career field education and Training Plans (CFETP's) for each AFSC authorized on the unit manning documents (UMDs) and informs affected commanders or supervisors of all changes.
(5) Manages HQ and collocated squadron formal training programs by providing duty sections with guidance on all aspects of formal training. Monitors the formal training programs to include technical courses, career development courses (CDCs), and on-the-job training (OJT) for all sections serviced. Plans, compiles and forwards unit training requirements annually to higher headquarters. Makes updates and changes as required. Reviews all requests for training. Ensures that the training is justified and that members meet all prerequisites for training, and all documentation is complete. Manages all training line numbers (TLN's) to include funding and associated workdays. Coordinates with Military Personnel Flight (MPF) or appropriate training center on matters pertaining to training.
(6) Manages the group and co-located unit OJT program. Develops and implements policies and procedures to provide a uniform and effective internal OJT program. Conducts meetings to familiarize OICs, trainers and supervisors with the concepts, scope, objectives, methods, and procedures, which must be followed. Insures all eligible personnel are entered in upgrade training (UGT) and receive applicable CDCs. Coordinates with and advises commanders on the progress of trainees and schedules supervisor and commander evaluations at required time frames. Processes career field classification action as necessary. Reviews section training plans to ensure compliance with unit training goals. Conducts annual SAV to each assigned squadron and headquarters branch to evaluate the administration, documentation, operation and effectiveness of the overall training program of the unit and prepares a written report. Ensures currency of all training rosters.
(7) Recommends areas of training, retraining and required manning changes to unit commander and higher headquarters. Identifies problem areas in unit; determines causes and recommends action in all training programs to improve unit effectiveness.
(8) Ensures all required training records are maintained IAW current directives and local policies. Provides technical expertise to supervisors in developing work center lesson plans.
(9) Counsels, monitors and prepares enrollment applications in civilian education programs (e.g., Community College of the Air Force (CCAF), tuition assistance etc.) for interested personnel.
(10) Serves as Test Control Officer (TCO) and manages the Test Control Facility (TCF). Ensures that all exportable tests are maintained IAW appropriate directives.
(11) Ensures that all assigned personnel have completed the Air Force Trainer/Certifier Course. (IAW AFI 36-2201). Instructs Train the Trainer, Train the Certifier and other OJT classes as required. Critiques course materials and submits recommended changes to MAJCOM. Develops and instructs remedial courses as required. Provides guidance and recommendations to assigned unit training managers concerning course content and materials.

Qualifications
The Two Career Levels for the Education and Training Series, GS-1702:
? Level One: GS-04 to GS-07, Basic or Entry level positions; and,
? Level Two: GS-08 to GS-11, Intermediate to Journeyman positions
GENERAL EXPERIENCE:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE:
Must have at least 12 months experience equivalent to at least GS-07 and GS-06, respectively. Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Basic knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Some knowledge in training centers, training programs, schools, and units. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs. Basic understanding in the Army or Air Force education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Army or Air Force education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events.

DUTIES CONTINUED:
(12) Manages the local ancillary training program (ATP). Provide guidance to work center ATP administrators. Standardizes readiness training procedures and techniques. Develops, and assists work center ATP administrators with the development of automated products (i.e. Integrated Maintenance Data System (IMDS), Microsoft Access data base programs, Military Personnel Data System (MILPDS) for the effective planning, administration and documentation of the units' ancillary training programs.
(13) Serves as focal point for all Computer Based Training (CBT) programs, Distance Learning (DL) programs, and Warrior Network program, to include setup, operation and ensuring program availability. Serves as the Job Site Training Point of Contact (JSTPOC). Ensures that equipment (Satellite dish, receivers, two-way teleconferencing and monitors) are installed and operational. Schedules Air Force Institute for Advanced Distributed Learning Courses (AFIADL). Administers tests and forwards required documentation to the MAJCOM. Schedules local attendance of informational telecasts from the National Guard Bureau via the Warrior Network.
