Duties

This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs, Environment Branch for Renewable Energy. This position will be located in Sterling, Virginia. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1) Provide supervision of historic preservation specialists in the Branch as well as oversight and support for a larger virtual team in the preparation and review of NEPA and other environmental compliance documents and make recommendations to BOEM leadership related to offshore and onshore cultural resources and view shed impacts. 2) Serve as OREP's Regional Preservation Officer and assist the BOEM Federal Preservation Officer in coordinating regional activities and ensuring compliance with the National Historic Preservation Act (NHPA). 3) Manage the Branch's Section 106 review process, workload, and assignments and resolve issues and conflicts to ensure the Administration, Department, and Bureau goals are achieved. 4) Oversee Section 106 consultations with state, local, tribal and other Federal agencies on the physical and visual effects of offshore renewable energy leasing and operations. 5) Serve as primary liaison in consulting with other Federal, state, local and tribal entities in the field of offshore and onshore cultural resource management. Support OREP's Tribal Liaison Coordinator and BOEM's Tribal Liaison Officer as they carry out the Bureau's responsibilities defined in Executive Order 13175 and the Department's policy on consultation with American Indian Tribes. 6) Serve as a senior advisor and subject matter expert to management and executive leadership on all aspects of historic preservation compliance for development of renewable energy resources on the Outer Continental Shelf. In this capacity, prepare or provide input on proposed statutory, regulatory and other policy provisions relating to the offshore renewable energy program; identify areas where information must be developed through either agency research or contract studies. 7) Represent BOEM at interagency, professional, and public meetings, Intergovernmental Task Forces and committees involving Federal, State, or private agencies and individuals where expertise of subject matter is required. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period, as approved by the supervisor. Salary InformationGS-15, Step 1: $155,700.00 - GS-15, Step 10: $183,500.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: As listed below. SUBMSSION OF TRANSCRIPTS IS REQUIRED. 0170 Series (Historian) Degree: history; or related field that included at least 18 semester hours in history. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. 0193 Series (Archeologist) Education Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). OR Combination of Education and Experience College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Directing and leading others in coordinating consultations under the National Historic Preservation Act; and, 2) Supervising or leading teams; and, 3) Identifying and mitigating stakeholder concerns regarding impacts on historic and cultural properties and, 4) Serving as a technical expert providing information to management and leadership on environmental statutes, laws, regulations, executive orders and related implementation guidance. Must meet all.
