This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a fully qualified accessions Physician Assistant capable of performing accession medical examinations and processes for a large range of federal applicants seeking employment with the Department of Defense and other Federal organizations.

Duties

You will assist the Chief Medical Officer in advising the MEPS Commander on professional and medical technical aspects of conducting the MEPS medical examination. You will perform applicant physical examinations and assist with applicant medical processing at the MEPS stations. You will conduct complete face-to-face medical histories on applicants who have completed the prescreen process and have been authorized to process. You will evaluate the content of the history which may extend beyond the standardized form of medical questions for appropriate evaluation You will complete all computer and non-computer based medical documentation in accordance with current USMEPCOM software packages and policies. You will review the results of all diagnostic testing performed in the MEPS medical section for issues not meeting standards. You will perform physical inspections of previously qualified applicants to document their status for meeting standards at the time of actual enlistment on active duty and at any other time as required.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • Passed the PA National Certifying Examination administered by the National Commission on Certification of PAs. Achieve and maintain recertification with the National Commission on Certification of PAs.
  • Successful completion of a training program for PAs recognized by Accreditation Review Commission on Education for the Physician Assistant and current certification by the NCCPA.
  • Occasionally may be required to work on Saturdays; and/or shift work (work before 0600 or after 1800 hours).
  • May require up to 25% temporary duty travel to other MEPS to cover staffing shortages.
  • Credentials must be submitted to HQ USMEPCOM J-7/MEMD Clinical Management Branch and approved by the Director.
  • Successful completion of applicable Military Health System (MHS) GENESIS Training is required in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Physician Assistant: Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification. Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Exemption: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Experience: You must have at least one year of specialized experience at or equivalent to the GS-11 grade level of pay band in the Federal service or equivalent experience in the private or public sector serving as a fully qualified Physician Assistant applying a wide range of medical principles, theories, techniques, and practices to perform clinical evaluation. Specialized experience must demonstrate the following: 1) Performing applicant physical examinations and assisting with applicant medical processing; 2) Evaluating the content of the history which may extend beyond the standardized form of medical questions for appropriate evaluation; 3) Reviewing medical records and performing detailed medical histories and physicals; 4) Performing applicant physical examinations and assisting with applicant medical processing. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
