Serves as an Outreach coordinator and resource for the veteran community in the Southern catchment area (Waynesville, St. James and Rolla, Missouri) of the Harry S Truman Memorial Veterans Hospital through planning, participating, assisting, or advising on community events and programs.

Duties

Travels to areas in the Southern catchment area (Waynesville, St. James and Rolla, Missouri) to engage in outreach programs assisting Veterans, their dependents, and their beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other agencies. Explains the types of documents necessary to facilitate timely processing of claims and aids in obtaining and completing such documents and forms as required by the type of claim being submitted or services requested. Performs on the spot enrollments and registrations in the VHA system to determine health care eligibility. Performs rudimentary analysis related to the activities of the Outreach Program within the larger VHA environment as well as the rapidly changing health care environment of the local community and the nation. Gathers outreach and partnership data from a variety of sources (number of Veterans enrolled, the number eligible, completed appointments, VERA reimbursement, etc.) and prepares the data into a usable format for decision making. The data studied is used to develop action plans leading to improved productivity and performance, implementation of new and/or improved controls, and short- and long-range planning. Provides training and information to VA staff, other federal agencies, and community agencies regarding the Harry S. Truman facilities services and the goal of the outreach programs. Develops and maintains working relationships with a network of service provision agencies and individuals in all areas relevant to returning combat Veterans, homeless Veterans, service members, and their families. Assists in organizing and participating in a myriad of community activities and events that have a high probability of homeless veterans present such as "Stand Down", Veteran Service Organization meetings and events, recognition events, etc. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work normally involves mental rather than physical exertion. A high level of physical energy is required as the incumbent will be expected to meet with many people in many different locations in the course of a workday. Some bending, walking, standing, lifting, and carrying outreach materials to events are required, however, no special physical demands are involved in performing the work. Work Environment: A major portion of the services provided will be conducted away from the office, at times in the office of other agencies, and in "Non-Traditional" settings. The nature of the job requires travel throughout the catchment area and occasionally outside the geographical area from the Harry S. Truman VA facility. The work environment involves everyday risks or discomforts requiring normal safety precautions typical of an office setting or government vehicles. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
