Duties

Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments. Provides the lead in initiating, reviewing, coordinating, program development, budgeting, implementation and monitoring of the annual work plan for the recreation program. Responsible for the technical and administrative supervision of interdisciplinary technical and professional positions to carry out the mission of the organization. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; establishes work schedules based on a seasonal staffing need. Develops individual performance standards; gives advice or instruction to subordinates on work and administrative matters. Reviews completed projects for conformance with objectives and prescribed standards, including field inspections of the areas within the program. Ensures completed projects are recorded and reported to management. Provides policy level guidance and advice to subordinates when required and ensures compatibility of work products with Bureau standards. Maintains a positive working relationship with other governmental agencies, partnerships, collaborative groups, and the public.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-12 grade level, in addition to meeting the Individual Occupational Requirement (IOR), applicants must possess at least one full year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience may include: experience in recreational resources management (off-highway vehicle operations, permitting, and management; wilderness resources, visitor services and recreational fee collection experience, recreational land use planning, facilities planning and management, or equivalent), workforce management and strategic planning; identifying issues, resolving conflicts, and negotiating solutions. Oversight responsibilities for professional and technical staff management, administrative and financial management functions, as well as managing or supervising a complex recreation, visitor services, fee collection, or wilderness resources; and experience in overall recreation program management, budget, or human resource functions. analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary, but regular quantities of time will be spent in the field, especially during the high recreation use period, typically October through March. Field work will require driving government and off-road vehicles and short periods of walking over uneven terrain. Work Environment: Work is generally performed in an office setting and involves ordinary apparel, health, and safety considerations. Typically, work is done individually or in small groups, but also can involve large groups and public events with overnight travel and evening meetings. Field work will involve exposure to temperature extremes varying from 30 to 120 degrees fahrenheit.

A. Education

Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

B. Experience

Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:

  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
