The Intimate Partner Violence Assistance Program Coordinator (IPV) is a Social Work Program Coordinator under the Women Veterans Program whose primary responsibilities are to provide clinical evidence-based services including, assessments and interventions; program development; Veteran, family, Caregiver, and staff education on intimate partner violence; community outreach; resource development; continuous quality improvement activities; and evaluation/consultation.

Duties

The Social Worker Program Coordinator is based in the Women's Health Clinic in order to support real time, in person, response to referrals. In addition, the incumbent must be a skilled communicator capable of developing effective partnerships with local, state, and federal agencies as well as non-governmental organizations. The Social Worker Program Coordinator is administratively responsible for the clinical programming and daily operations of the program. Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. points assigned to the program within the assigned areas. They manage and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the Service Chief, plans, organizes, and directs administrative, operational, Veteran and personnel activities for the service. Additional duties include but not limited to: Develops and implements the Intimate Partner Violence Assistance Program specific to his/her area of assignment and ensures compliance and collaboration with local facility and the VA Central Office Intimate Partner Violence Assistance Program initiatives. Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence. Develops and implements information systems to track service activities including visits, referrals, demographics, equipment utilization and Veteran satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on domestic violence (DV) intimate partner violence (IPV) issues. Creates educational tools, develops programs, and implements training focused on specific IPV needs/issues. Provides education and in-service training to VAMC employees, Veterans, families, and Caregivers, and community partners. Provides ongoing consultation and support to colleagues regarding IPV assistance. Develops and facilitates support groups (face-to-face or virtual) or VANTS telephone line) and educational programs. Distributes educational materials provided by VA, local, state, and national IPV organizations. Conducts Veteran, family, Caregiver and VA employee interventions to facilitate the identification of intimate partner violence, psychiatric illness, emotional distress, and social needs as treatment issues. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients. Provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. Provides consultation to the Primary Care or treatment team in regard to referrals of the Veteran to VA inpatient, outpatient, and community-based programs. Stays informed of current federal and state legislation directed at Veterans, their family members, caregiver and/or VA employees who experience and/or use IPV. Maintain a knowledge base of current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through VA and private sector sources. Collaborate with the Patient Aligned Care Team (PACT), Mental Health, Emergency Department, Geriatric Primary Care clinicians and Caregiver Support Coordinators to provide Veteran and staff education on intimate partner violence. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). Clinically facilitate and coordinate the Strength at Home Program. Work Schedule: Monday - Friday, 08:00 AM - 04:30 PM Telework: Yes - as determined by the agency policy. Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-12 Social Worker (Program Coordinator) candidates must have the following: Experience/Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. These are the KSA's for this subject position: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. References: VA Regulations, specifically VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty. Ability to drive a government car.
