About the Position: Serves as the Base Operations Safety and Occupational Health Specialist for the Garrison Safety Office located at the National Training Center (NTC) and Fort Irwin, an area of 640,000 acres. Responsible for the development, organization, execution, and assessment of sub-elements of the Garrison Safety Program, particularly OSHA Compliance Program and Base Operations Safety Program.

Duties

Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Reviewing safety and Army Traffic Safety Training Program (ATSTP) training programs to ensure compliance with standards, policies, and regulation. Reviewing safety and occupational health standards and procedures for the purpose of eliminating or controlling potential hazards. Compiling ATSTP statistical data for ATSTP reports related to safety, training, and program compliance.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This is a CP-12 position. CP-12 ACTEDS training is mandatory for personnel filling these positions. Incumbent must possess or complete CP-12 Level I Professional Certification program within 24 months of appointment.
• This position has a requirement to lift up to 50?lbs. in the regular performance of duties.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
