The U.S. Department of Energy's Office of Intelligence and Counterintelligence is responsible for all intelligence and counterintelligence activities throughout the DOE complex, including nearly thirty intelligence and counterintelligence offices nationwide.

Duties
The Department of Energy's (DOE) Office of Intelligence and Counterintelligence is looking for looking for an motivated, energetic and experienced leader who can direct and nurture a nationwide counterintelligence enterprise.
As the Deputy Director for Counterintelligence you will:
Oversee all counterintelligence (CI) activities and operations throughout the DOE complex, and serve through delegated authority, as DOE-IN's Cognizant Security Authority (CSA) for security matters relevant to the DOE-IN mission.
Integrate, mediate and resolve policy, strategic planning, programmatic, technical, operational and intelligence production activities throughout the Counterintelligence Directorate, as well as participate as a senior DOE-IN leader regarding similar matters throughout the Office.
Direct organizational activities and frame strategic plans based on broad organizational assessments and evaluations of long-term organizational goals.
Manage and oversee the activities of six subordinate divisions at Headquarters (Threat Assessments, Collections and Reporting, Security, Insider Threat, Investigations, and Training and Inspections) and more than a dozen Counterintelligence Field Offices around the country that provide similar support to DOE's national laboratories.
As the budget authority on counterintelligence issues, defend the CI budget to all interested stakeholders, including DOE officials, the White House, OMB, ODNI, and Congress.
Requirements
- Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected.

- PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
- PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.
- Must be able to obtain and maintain a DOE Q security clearance with Sensitive Compartmented Information (SCI) access.
- This position has been identified as a Drug Testing Designated Position. Incumbent is subject to testing as required prior to appointment and periodically thereafter.
- Frequent local trips away from the building will be required, as will travel to DOE field locations.
- May be required to work beyond the normal 8-hour workday at various times.
- May be required to return to assigned duty station during off-duty hours, particularly in times of crisis, or at least be available for telephonic or email communication.
- Must be able to work in Sensitive Compartmented Information Facilities (SCIF), generally without windows.
- A mobility agreement may be required based on mission needs.

Qualifications

Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Executive-level experience in applying the principles, concepts and methodologies of counterintelligence investigations and operations on a nationwide scale (in a domestic context), and an ability to assess critical issues, provide expert advice and lead development of mechanisms to protect Departmental personnel, facilities, technology, and intellectual property.
MTQ 2: Expert on security standards, regulations and widely-used best practices related to physical, personnel and special security, enabling the assessment of critical issues and development of protective measures sufficient to effectively manage a national security program.
MTQ 3: Demonstrated ability to innovatively and successfully partner with other intelligence organizations and agencies to identify emerging strategic trends, realign organizational objectives and design existing methodologies to address new and unexpected counterintelligence challenges in areas such as insider threat, supply chain risk management or providing operational security to ongoing policy development efforts or field activities.
