This position is located in Bureau of Information Services Policy & Compliance Project Management Office. The incumbent will serve as a IT Project Manager and Scrum Master responsible for the full range of implementation of a series of short to medium duration information technology projects for the RRB.

This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.
Duties
As a IT Project Manager (APPSW), you will:
Deal with the full range of issues and concerns associated with all IT systems within the agency.
Be responsible for the broad mission of IT responsibility, such as Application Design projects or Infrastructure Services projects, that typically require the completion of an individual project identified by the incumbent who then leads all phases, including the coordination and integration of project activities.
Develop and implement project plans, provide cost-benefit analysis, design and conduct analytical studies, manage, lead or administer project resources.
Define objectives and risks, develop information systems testing strategies, identify standards for infrastructure configuration, and develop information security plans and procedures.
Serve as an Agile scrum master predominately in application development projects.
Coach and mentor IT and business teams in agile processes.

Qualifications
Minimum Qualifications for GS-13 level:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to apply traditional, hybrid, Agile, Scrum, or Azure DevOps IT project management methodologies, to develop processes, procedures, and practices that support IT products and IT business requirements, managing IT projects, and assisting with the technical reviews of vendor proposals.
In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.
