The primary purpose of this position is to provide technical guidance of meteorological services provided by the 27th Special Operations Support Squadron's Weather Flight which are vital to the support of operational weather functions and 27 SOW resource protection.

Duties

As the Senior Weather Technician, provides operational Meteorological and Oceanographic (METOC) technical guidance support to the 27 SOW Weather Flight. As a lead technician, provides technical guidance and instructions to lower graded technical employees, or Airmen. Provides complex operational weather support to Air Force, Army, Reserve, Guard, and other DOD customers Training Manager for unit technical and tactical training programs. Provide weather briefings for 27 SOW, transient, and other supported aircrews in person, by telephone, e-mail, shared drive, or by fax machine. Observes, encodes, records, disseminates, and evaluates weather observations. Issue all required observed weather advisories for Cannon AFB and Melrose Range. Identifies, evaluates, and monitors significant weather developments, especially as they present potential impacts on critical flight operations.

• This is a drug testing designated position. The incumbent is subject to random testing for drug use.
• Will be required to accept total weather flight management and supervisory duties if, and when weather flight commander is unavailable for extended periods of time.
• The work requires occasional travel away from normal duty station.
• Work is in a key personnel position. Will be required to work rotating shifts, irregular hours, and be subject to recall to support unscheduled weather support requirements at any time.
• Must be able to acquire Top Secret clearance wat a minimum.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Meteorological Technician Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of meteorological methods, techniques, and practices, including weather observing, forecasting, communications, meteorological equipment and support procedures as well as various computer software and applications; ability to make timely decisions and selects a course of action under high stress conditions associated with severe weather and emergency situations; and measure meteorological phenomena with scientific equipment and instrumentation, and collect, analyze, interpret, adjust, and verify atmospheric or other meteorological data to-confirm and improve its accuracy and effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to lead and oversee meteorological operations and provide technical guidance to weather forecasters. Ability to make timely decisions and select a course of action under high stress conditions associated with severe weather and emergency situations. Ability to create, and present command; staff, and flying squadron daily planning and mission execution weather briefings. Ability to gather aircraft-specific weather sensitivities and address the specific impacts of weather upon each mission. Knowledge of meteorology including meteorological methods, techniques, and practices, including weather observing, forecasting, communications, meteorological equipment and support procedures as? well as various computer software and applications. Ability to measure meteorological. phenomena with scientific equipment and instrumentation, and collect, analyze, interpret, adjust, and verify atmospheric or or other meteorological data to confirm. and improve its accuracy and effectiveness. Ability to communicate effectively both orally and in writing to prepare and present guidance products, briefings, coordinate planning, efforts, and manage program activities. Ability to establish and maintain effective working relationships using tact and diplomacy in interacting ?with individuals and unit representatives. Knowledge and ability to utilize the Air Force Training Record (AFTR.). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
