About the Position: Serve as a Procurement Analyst for the 418th Contracting Support Brigade (CSB) located at Fort Cavazos, Texas.

Duties
Provide procurement analyst services and oversight for Mission Installation Contracting Command (MICC) Contracting Office and supported activities.
Ensure all contract actions comply with law and acquisition regulations and reflect sound business judgment.
Prepare all required justifications and documentation for appropriate approval.
Provide direction and advice to the Contracting Office and supported activities in areas of planning, contractual strategy, and execution of their acquisition programs.
Oversee the administration of contracts of the Contracting Office and supported activities.
Perform continual planning to integrate the actions involving contractual obligations and responsibilities of both the Government and the contractor.
Prepare policy and procedures that are clear and concise and easily interpreted by the supported installation contracting offices.
Conduct research and analyzes the latest market trends, commercial practices, and technological advances for possible use in improving innovations and efficiencies in Army contracting.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One year trial/probationary period may be required.
- You may be expected to travel up to 15% for this position.
- You may be expected to work irregular duty hours to include working nights, weekends, and holidays.
- You may have to travel by both military and commercial aircraft.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Conducting reviews on all types of major/complex contract actions to ensure compliance with laws, regulations, policies, standards and/or procedures; 2) Evaluating customer management and business data related to buying activity and acquisition reform initiatives, business systems, strategic planning, workload, and/or long-term acquisition strategies; AND 3) Formulating contract strategies to improve the contracting life-cycle and/or implementing contract management acquisition reform initiatives such as analyzing data, assessing and reporting customer spend activity, or developing and working with the customer and installation contracting offices to implement effective and efficient contract solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
