The primary purpose of this position is to serve as the lead professional engineer and technical expert to drive and transform processes and technical baselines to enhance resiliency while accelerating secure software and/or container deployments using modern infrastructure technologies and platforms.

Duties

1. Performs as lead professional computer engineering work supporting the acquisition, development, implementation, and sustainment of current and future computer systems, components, and/or support equipment. 2. As a lead technical engineering specialist, develops system performance requirements, objectives and integration, and the estimation of time and resources for enterprise information technology (IT) system design, development, and support. 3. Performs complex and comprehensive analyses in support of IT infrastructure, architectures, DevSecOps Pipeline, and enterprises and uses systematic, disciplined, and quantifiable approaches to develop, document and implement computer-engineering projects. 4. Serves as an engineering consultant and technical expert to senior subject matter specialists responsible for broad IT program operations.

  • A professional engineering degree at the bachelor's level in computer engineering, electrical engineering, mechanical engineering, or
  • other related fields of engineering, computer science, or mathematics from an ABET accredited institution is highly desired.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Employee may be required to work other than normal duty hours including evenings, weekends, holidays, recall to duty, overtime, and/or emergency overtime.
  • Incumbent must be able to obtain and maintain Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
  • In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • Information Assurance (IA) Certification is a condition of employment. This position includes information assurance work as a paramount duty requirement.
  • Incumbent of this position must achieve and maintain the appropriate IA certification within six months of assignment of these duties. Failure to receive/maintain the proper IA certification(s) may result in removal from this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, advanced professional computer engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to the installation, operation, maintenance, and development of resolutions to problems and conditions associated with complex and unique command information technology systems, infrastructure, and architectures; mastery of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning IT programs/operations; to resolve complex or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; mastery of Development, Security, and Operations (DevSecOps) software design theories and concepts sufficient to develop policies, procedures, and strategies as they pertain to the optimization and integration in the installation, configuration, and maintenance within DoD and Command enterprise environments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of professional computer engineering concepts, theories, principles, practices, methods, as well as operational procedures and testing techniques sufficient to analyze and evaluate new solutions for improving the design, development, installation, operation, security, and/or maintenance of complex IT systems/subsystems and supporting infrastructure or architectures. 2. Mastery of computer engineering research, development, testing, and evaluation methodologies sufficient to apply experimental theories and new applications to issues; to provide technical advice and direction in support of systems, subsystems, and/or support equipment; and to plan, design, test, troubleshoot, and evaluate the development and/or sustainment of enterprise information technology infrastructures. 3. Mastery level knowledge of software design theories and concepts sufficient to develop policies, procedures, and strategies that ensure optimization and integration in the installation, configuration, and maintenance of the operating environment. 4. Expert level skills in project management concepts and principles sufficient to establish and consolidate technical requirements, lead technical teams and assess contracted engineering deliverables, develop and/or assess potential technical solutions from business case value perspective for selection of the most optimal and sustainable solution, and manage solution implementation. 5. Expert level skills in standard acquisition regulations, practices, and procedures; procurement laws and principles; and a wide range of contracting methods, types, and procedures of acquisition and contract surveillance in regard to their application to IT programs sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of enterprise information technology infrastructure to include lifecycle management. 6. Advanced skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for design approaches; and in assessing the impact of new technology on current systems and processes; advanced ability to analyze, test, and evaluate the design, development, and documentation of complex hardware/software products and components; expert level ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, other agencies, the customer and end-users. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
