The primary purpose of this position is to perform duties as the senior military pay technician and primary point of contact for all military pay issues, transactions, and procedures for active, reserve, inactive reserve (IMA) or retired armed forces personnel and their annuitants.
Duties
As the senior technician, monitors, reviews or initiates complex transactions where guidelines lack specificity to requirements, circumstances or problems, and/or frequently change.
Serves as the primary point of contact on reserve pay actions and coordinator on resolving reserve pay matters. Determines the appropriate processes and follows-up on a wide variety of complicated reserve pay actions requiring the use of numerous different and unrelated procedures.
Manages and/or assists lower level technicians in resolving more complicated debt collection cases. Cases typically require extensive coordination with other personnel, including research, review and application of prior year laws, regulations, GAO decisions, and audit of several months to years of pay history.
Accomplishes the more difficult customer complaints and technical military pay issues. Responds to management, higher headquarters, IG, and congressional inquiries relating to pay related matters.
Assists with training lower level clerks/technicians on miscellaneous technical tasks and various complex actions in support of military pay actions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes current and prior pay procedures, regulations, laws, and applicable Resources General Decisions to resolve complicated pay problems and/or to determine and process a full range of pay transactions and reconstruct pay records; knowledge and understanding of the automated pay system's internal processing methods, interrelationships between pay system files.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a large body of rules, regulations, laws, and variety of procedures for one or more military pay specializations; the data system(s) used to support military pay actions, and federal debt collection rules and regulations.
2. Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information.
3. Skill in performing arithmetic computations to compute military pay.
4. Ability to interpret/apply regulations and procedures related to military pay, debt collection, and various complex actions.
5. Ability to communicate effectively, both orally and in writing, to present and/or advise on processes/actions.
6. Ability to operate a calculator and use a keyboard; a qualified typist is not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
