About the Position: Program Managers at USACE, manage programming and budgeting processes for a broad Civil Works program with multiple projects simultaneously and at different organizational levels. Provide technical and budgeting advise to stakeholders on program policy, funding, cost sharing and project scheduling ensuring compliance with policies and procedures. Assist in the preparation and execution of budget packages. Provide direction and assign work based on schedules and priorities.
Duties

Provide technical and budgeting advise to stakeholders including higher level representatives on Civil Works program policy, funding, cost sharing and project scheduling to ensure compliance with established policies and procedures.
Assist in the preparation and execution of budget package information to assure compliance and consistency with program criteria.
Provide direction and assign work to others based on work schedules and priorities.

GS-13 Specialized Experience: One year of specialized experience which includes (1) Managing and leading programming and budgeting processes for a broad Civil Works program with multiple projects simultaneously and at different organizational levels. (2) Providing technical and budgeting advise to stakeholders including higher level representatives on Civil Works program policy, funding, cost sharing and project scheduling to ensure compliance with established planning policies and procedures. (3) Assisting in the preparation and execution of budget package information (i.e. sponsor cost sharing agreements and financing plans) to assure compliance and consistency with program criteria. (4) Providing direction and assigning work to subordinates based on work schedules and priorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
