Duties
A successful candidate will bring strong budget and planning skills in order to provide day-to-day operational oversight and management of the EM budget and planning operations, including interlace with the DOE Chief Financial Officer (CFO) and the Office of Management and Budget (0MB).
The Director for Budget and Planning is a key member of the EM senior leadership team with responsibility over two major corporate service programs. The Director provides day-to-day operational oversight and management of the EM budget and planning operations including the interface with the CFO and 0MB.
As the Director for Budget and Planning you will:
Provide executive leadership to the Director of Budget and Director of Planning, influencing EM-wide policy and planning related decisions. Exercise full managerial authority to integrate BPO policies and practices to develop innovative business solutions to address complex EM challenges.
Direct BPO organizational activities, frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Determine the resources needed to achieve mission objectives and support mission operations; identify the need for improvements and develop the requisite plans and direct implementing actions. Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the Office, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
Serve as the principal executive responsible for overseeing ongoing financial analysis of the EM program through utilization of complex-wide funds tracking; ensure that funds are expended in a timely manner in order to identify potential problems or issues and institute corrective action through reallocation and/or reprogramming of funds. Oversee the management and execution of EM's corporate Program Direction account and provide direction, guidance and advice to senior EM leadership on the justification, presentation, management, execution and monitoring of the account.
Exercise technical and administrative supervision over the Budget and Planning Office Directors and resolve problems stemming from coordinating and directing activities complicated by particularized arrangements made between the directorates. Assure the effective management of BPO programs, activities and resources by developing, implementing, and monitoring DOE-wide policies and systems in the areas of budget planning, program analysis, evaluation, internal controls, corporate systems and long- term planning and provide advice and guidance across the Department on these policies.
Seek out, influence and translate legislative and regulatory direction into Departmental strategies, policies, and programs to address EM budget and planning needs.
Manage the presentation of EM budget proposals and presentation strategy with other major Departmental program offices and the CFO; oversee the preparation of EM program and budget briefings for all levels of Departmental Management, for Congress, and Governmental agency managers.
Oversee program accomplishment, as defined in budget justifications, and ensure OMB/Congressional budget concerns/instructions are addressed timely. Manage EM performance metrics and ensure that EM meets Government Performance and Results Act requirements.
Oversee the development and evaluates complex-wide implementation of EM strategic plans. Ensure strategic planning and five-year plan documents and guidance supports life-cycle cost, scope and schedule for the risk reduction and cleanup program. Ensure systems and processes effectively support of configuration change control.
Represent EM in consultations with key Congressional officials/staff, high level representatives of the DOE, private contractor business entities, and stakeholders - speaking with full Agency authority in all cases.
Serve as a primary EM interface with external organizations (such as Government Accountability Office) and internal organizations (such as Inspector General). Represents EM at Departmental meetings on matters pertaining to EM budget, planning, and other matters as assigned by the Assistant Secretary, Principal Deputy Assistant Secretary, Associate Principal Deputy Assistant Secretary for Corporate Services, or Deputy Assistant Secretary for Resource Management.
Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Broad experience in managing the formulation and execution of the budget process for a public and/or private large organization and/or field entities to make justifications and appropriate recommendations for approval of budget requests.
MTQ 2: Knowledge, ability and experience in developing and implementing an organizational strategic planning and out-year planning in a highly technical and diverse environment.
MTQ 3: Skill in oral communications and experience representing an organization at headquarters and in the field to facilitate the successful execution of site missions and a program of line management's accountability to effectively implement organizational responsibilities and obligations both at headquarters and in the field.
