The primary purpose of this position is to serve as a focal point in the organization for technical support specialist (a.k.a. Workgroup Manager) duties, providing computer related assistance and support to organizational users.

Duties

Performs technical support specialist duties. Performs a wide variety of record keeping, updating existing program Database Management System (DMS), reporting, and informational duties in support of the organization's programs, functions, and projects. Performs computer security duties. Monitors and maintains computers and related peripherals and tracks routine maintenance of existing computer equipment. Provides guidance and assistance to customers.

  • Positions for which information security is an additional duty: This position may include information assurance (IA) work as an additional duty.
  • Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/computer-clerk-and-assistant-series-0335/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of personal computer (PC) equipment, internal computer processes, application and utility programs, a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, modify programs or procedures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved; knowledge of the functions, capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to install, test, upgrade, configure, diagnose, and maintain proper functionality; knowledge of information Systems Security (INFOSEC), network environment, network configuration, standard operating system service and support, and sharing and securing network resources in order to function as the Computer Security (COMPUSEC) Manager and Network Encryption System Manager. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality. Knowledge of network security environment, network configuration, standard network operating system service and support sharing and securing resources involving technical program applications used within the organization. Knowledge of advanced configuration of internet browsers. electronic mail, and website design to maintain and update existing systems. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs, and E-mail/messaging. Ability to use and maintain a computer system, equipment, and software; analyze computer software and/or hardware problems and develop economical solutions; and train users. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
