You will serve as a NATURAL RESOURCES MANAGER in the ENVIRONMENTAL DIVISION of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will conduct site investigations and surveys to determine feasibility of construction and remedial action proposals. You will recommend modification or mitigation methods for natural resources projects (e.g., range, soil, fire, plant, wetlands, vegetation management). You will serve as an organization's representative at conferences to present information on biological science or environmental programs. You will collaborate with various entities (e.g., regulatory and resource agencies, regional planning agencies, universities) to protect and secure an organization's natural, biological, or cultural resources. You will prepare National Environmental Policy Act (NEPA) documentation (e.g., Environmental Assessments [EA], Environmental Impact Statements [EIS]) to comply with laws and regulations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying laws governing natural resources and environmental protection issues including the National Environmental Policy Act (NEPA), the Endangered Species Act, and the Clean Water Act; 2) Implementing and administering integrated natural resources (e.g. fish, wildlife, habitat manipulation) protection programs (e.g. fish, wildlife, habitat manipulation); 3) Providing technical guidance to personnel regarding environmental management issues; and 4) Providing input for recommendations on environmental issues, environmental administrative matters, and environmental program budgets. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position;

OR

Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience must demonstrate possession of knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
