You will serve as a Land Based Test/Engineering Site Cost Estimator in the Programs Branch (Code 211), Surface Ship Test and Programs Division (Code 21), Machinery Programs and Platforms Department (Code 20), Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will derive project-based cost estimates used in developing, acquiring, and supporting affordable Navy Land Based Engineering/Test Sites and Machinery
Systems.
You will formulate cost estimating methodology and practices to account for the variability of In-Service and Modernization programs.
You will modify and enhance existing task estimating methodologies that may require the use of advanced techniques.
You will serve as the expert advisor to the Programs Branch head (Code 211), the Land Based Engineering Site Enterprise team and other Navy and private industry sponsors.
You will defend all aspects of cost estimating products/deliverables to Customers.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional scientist providing technical coordination of actions and tasks (e.g., analysis, interpretation and assessment) required to accomplish Hull, Mechanical and Electrical systems program goals.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: in Operations Research;
OR
At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
