This position is in the Pennsylvania Division of the Federal Highway Administration. As Program Manager for the Office of Project Management and Engineering you will develop Division policy; interpret national policy; coordinate with and provide authoritative advice to top State and local officials; direct and administer transportation policies and procedures; and implement the Federal-aid Highway Program under Title 23 U.S.C using a Risk-Based Stewardship and Oversight approach.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included: Experience leading a workforce or team in delivering a highway transportation program or projects; AND Experience applying program management principles and practices relating to highway transportation programs; AND Experience representing management before local, state, and/or elected representatives at all levels to promote a transportation program. You cannot qualify based on education, you must have experience at this grade level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Federal, State, and local laws, regulations, executive orders, policies, procedures, and guidelines which relate and/or are applicable to implementing and monitoring an effective Federal-aid Highway Division program. Knowledge of advanced principles and practices of highway and transportation project development and construction to provide authoritative advice and make complex transportation decisions and recommendations needed to interpret, develop, or redirect State and local highway programs. Ability to lead and motivate employees and supervise their day-to-day performance. Knowledge and application of leadership, management, supervisory, and team-building skills to both lead a work group and work effectively in a team-oriented environment. Ability to communicate effectively in the capacity of a spokesperson for the agency with State DOT's, local transportation officials, elected officials, other Federal and private interest representatives, and the public. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.All applicants must meet all qualification requirements by the closing date of this announcement.
