Duties
ADDITIONAL INFORMATION: This position is for a Systems Engineer leading the Enterprise Release Management (ERM) Team, who is responsible for defining the orchestration of capabilities and features delivery across programs and IPOs, and drives NGA's Scaled Agile Framework (SAFe) transition. The incumbent is a System Engineer responsible for leading the planning, development, and orchestration of Enterprise Release Planning Events (RPEs) and for providing Agile artifact (Epics, Capabilities, Features) definition support across multiple program deliveries. The ERM lead provides leadership to government and contractor staffed team in applying in-depth knowledge and experience of the Scaled Agile Framework (SAFe) methodology and related cadence-based development practices and tools. He or she manages the team workload and assignments, and provides timely reporting and deliverables for IPO and CIO-T leadership review and decision. Incumbent actively participates in a variety of NGA and mission partner systems engineering forums and investigates technical issues through the analysis of data and collaboration with stakeholders, mission partners, and customers. Responsibilities include process development for use of Digital Engineering based tools and services, in collaboration with architecture, requirements, schedule, security, and integration engineering team members.Note: DAWIA Certification may be required for this position. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience as a Systems Engineer with an understanding of all phases of the systems development lifecycle (SDLC).2. Demonstrated experience in IT Project or Program Management specific to Agile, cadence-based planning and development.3. Demonstrated experience in enterprise or program level capability definition, work decomposition and orchestration using Agile Principles.4. Demonstrated expertise leading Agile Transformations using the SAFe Methodology.EDUCATION REQUIREMENT: A. Education: Bachelor's degree or higher from an accredited college or university in Computer Science, Computer Engineering, Engineering, Engineering Management, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, Technology Management, System Engineering, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA Certification may be required for this position; See Position License and Certification Requirements for additional details. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience using Enterprise Agile Planning Tools Jira, Confluence and Tableau for capability definition, orchestration, visualization and cadence-based development.2. Experience with multi-disciplinary engineering coordination to include requirements, architecture, schedule and integration activities.3. Experience with Sensor or Geospatial Data Technologies.
