Duties

You will provide short term, solution focused psychological counseling for individuals, couples, families, and groups of people in crisis. You will initiate, develop, and facilitate group treatment programs to address the needs of families, such as marital groups, and child/adolescent groups. You will provide ongoing case management services to assess service and family member needs, confirms follow through with treatment recommendations, and provides additional resources and referrals as warranted by the case status. You will develop and provide group and individual treatment targeting victims and offenders of family violence as well as targeting those at risk for violence.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • Incumbent may be required to carry objects weighing up to twenty-five pounds such as, files, books, reference material, etc.
  • Incumbent may be required to participate in delivering services on-board Naval vessels as part of the Return and Reunion program. Must be able to ascend/descend ladders on ships.
  • Position is subject to a CNIC credentials review and privileging requirement.
  • Hours of duty may vary depending on mission needs and will require some evenings and weekends.
  • During rotationally designated scheduled time periods to include nights and weekends, incumbent may be required to carry on-call 24/7 response phone and provide after-hours support to victims of domestic violence and child abuse.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must possess a clinical license for independent practice (tier III).

Qualifications

In addition to the Basic and Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating services for mental health cases; 2) Applying various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and cognitive behavioral therapies to assess, diagnose, treat, and prevent mental disorders for individuals, couples, or larger groups; and 3) Using computers and a variety of software programs to develop multi-media and virtually presentations and to facilitate work assignments. Education

This position is a TIER THREE clinical care practitioner with clinical supervisor eligibility. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8:
1. Possess at least a masters or doctoral degree in one of the following disciplines:
a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR
b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR
c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR
d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship
2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
4. Must have engaged in two years, full-time, post-masters supervised clinical experience AND have two years, full-time clinical experience post independent licensure or certification.

Applicants must also meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Social Science Series, 0101

Degree: behavioral or social science; or related disciplines appropriate to the position.

Or

A Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Psychology Series, 0180

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
  • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
Social Work Series, 0185
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree OR Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
