You will serve as a Resident Officer in Charge of Construction or Officer in Charge in the Facilities Engineering and Acquisition Division (FEAD) of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will manage construction contracts through effective and timely correspondence, review and approval of contractor submittals and schedules. You will manage construction contracts by providing recommendations for retainage or withholding, conducting and attending pre-bid site visits, and reviewing statements of work and requests for proposals. You will support the Contracting Officer through issuance or support of requests for proposal, ensuring funds are reserved for modifications, and prepare or coordinate preparation of independent Government estimates. You will prepare or coordinate drawings in support of negotiations, preparing documentation for modifications, and providing technical support for claims, disputes, and terminations. You will use engineering software including AutoCAD, Primavera P6, and R.S. Means Costworks to perform oversight and review of projects. You will use computer and enterprise software suites (Microsoft Office) for common tasks, such as correspondence, document creation, and calculations. You will attain and maintain Contracting Officer?s Representative status for assigned contracts through DAWIA training and completion of NAVFAC processes. You will support Asset Management in development and documentation of real property acquired through the construction process, including completion of Government form 1354. You will make site investigations of existing conditions and through meetings with sponsored activities. You will provide information and support the development of technical solutions to construction problems. You will coordinate delivery, acceptance, inspection, and installation of Government-furnished equipment. You will complete required items to effectively close out a contract, including receipt and delivery of as-built drawings, operation and maintenance manuals, and warranty information. You will manage safety on through review of activity hazard analyses, review and acceptance of accident prevention plans, review and acceptance of critical lift plans, and ensuring contractor compliance with applicable safety requirements. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST provide a copy of your CURRENT registration with your application. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
