Duties
Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the entire agency. This position starts at a salary of $94,199.00 (GS-12, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617.00 (GS-13 Step 10).

In this Management and Program Analyst position, you will support and advise the acquisition program manager on various aspects of acquisition, including financial planning and execution. Typical work assignments include:
Developing and implementing business planning, cost estimating for business cases, budget planning/execution, review, and analysis for both proposed and approved acquisition initiatives
Developing, implementing, and monitoring management information systems for the analysis and tracking of program data; long- and short-range plans; policies and priorities established by statutes, executive orders, the Department, or management
Assisting senior analysis with developing briefings, presentations, and whitepapers for use by senior Program Managers and managers
Performing analysis/review of CBP acquisition programs, and their related documentation
Performing COR Level II/COR Level III duties as appropriate for contract vehicles of moderate to high complexity, including both supply and service contracts, such as major acquisition programs to ensure compliance with DHS/CBP policies, procedures, and regulations
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of acquisition program operations
Analyzing and measuring the productivity of administrative and technical programs
Conducting studies and making recommendations on substantive operating programs
Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning
Developing new or modified work methods, organizational structures, management processes, procedures for administering program services, guidelines and procedures for the conduct of administrative support functions or program operations
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of acquisition program operations

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/18/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
