This position serves as a planner responsible for various airport and aviation planning activities for the Office of Airports (ARP).

Duties

FV-H Duties: Assists in the development of the ADO/RO Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Coordinates with compliance specialists to ensure compliance with applicable Grant Assurances.

Qualifications

In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-10/11 levels.Specialized Experience for the FV-H: Experience in evaluating planning plans, studies or reports.To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 level.Specialized Experience for the FV-I: Experience developing or approving airport layout plans, developing or reviewing planning consultant contracts and scopes of work, providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation.You should include relevant example of specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.Qualification requirements must be met by the closing date of this vacancy announcement.NOTE: This position may be filled at the FV-H or FV-I level; Identification of promotion in the vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting training, qualification requirements, higher level work be available and recommendation by the supervisor.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning or engineering acquired under the supervision and guidance of a community planner or professional engineer. OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
