About the Position: Position is a GS-11 level with promotion potential to a GS-12. The position may be filled at either level. If selected at the GS11 level, incumbent will be eligible for promotion to GS-12 after 52 weeks from appointment. Incumbent will be responsible for providing investigative, analytical and evaluative work relative to management of military and civilian manpower resources of a major military Medical Treatment Facility.
Duties
Duties are described at the full performance level GS-12 level. If selected at the GS-11 level, duties will be performed in a developmental capacity under close supervision.
Performs independent analysis and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Develops appropriate manpower change packages to facilitate identified changes. Develops statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources.
Verifies Joint Table of Distribution (JTD), Activity Manpower Documents (AMDs), Table of Distribution Allowance,(TDA) and Unit Manning Document (UMD) for the MTF and military platform UICs.
dvises and conducts comprehensive organizational analysis and based manpower management studies to validate continuing manpower requirements.
Collects and analyzes pertinent organizational workload data and information to quantify and justify resource requirements; develops statistical and narrative data to justify any changes and recommendations.
Establishes and maintains an audit trail and supporting documents for all changes in manpower requirements and authorizations.
Creates, builds, and executes standard recurring and specialized reports to provide information in response to management inquiries.
Submits Manpower Change Request (MCR) identify/justify requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to have tuberculosis testing.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

BASIC Qualification for GS-12 Specialized Experience: One year of specialized experience which includes determining manpower baseline requirements from Service or Agency databases and updating manpower documents accordingly; analysis of manpower processes and reporting methods/procedures; developing workload based staffing standards to determine the organization manpower manning levels; conducting manpower requirement studies to determine required manpower to accomplish approved missions in the most efficient manner; preparing manpower reports and briefs on results of manpower requirement studies and workload analysis to brief to staff and senior leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 level, you must meet the qualification requirement using experience alone-no subsitution of education for experience is permitted.

OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Administration/Management, Finance or Contracting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year(total graduate semester hours minus 36) by 18. Add the two percentages.
