The Carpenter/Paint Shop Maintenance Mechanic Supervisor serves with the responsibility of supervising the Carpenter/Paint Shop, Maintenance & Operations Section, Engineering Service, for the Jack C. Montgomery VAMC, Eastern Oklahoma VA Health Care System (EOVAHCS) located in Muskogee, OK.

Duties

Delegated full personnel management responsibilities as well as technical direction over the Carpenter and Paint Shops. Responsible for the overall operation and maintenance of the facility's structural integrity. Oversees the development and implementation of policies and procedures pertaining to the operation and maintenance of the structural systems for the medical center. Responsible for the investigation and assessment of unexpected failures and emergency repairs and provides recommendations for corrective action. Works closely with the Chief, Maintenance, Operations, and Projects Sections to schedule maintenance and coordinate spaceshutdowns. Personnel management responsibilities such as selection of employees, preparation of position descriptions and performance standards, conducting employee performance reviews, and preparing documentation for incentive awards. Participation in achieving the goals of labor-management relations and EEO programs by dealing with employees and union representatives regarding suggestions, grievances, and disciplinary action. Responsible for the technical accountability for the efficient and effective operation and management of maintenance and repair to all structural components. Plans daily, weekly, and monthly distribution of work to ensure the proper and efficient use of resources while motivating the employees in the section to perform as an effective team. Examines and processes purchase orders, contract services, reimbursement, and appropriation change vouchers to ensure expenditures are authorized and charged to the proper appropriations and object class, and that funds are available for payment. Plans work schedules, coordinate subordinates' leave schedules, tracks time, and develops counseling and performance evaluations on employees. Determines training needs and arranges for the accomplishment of the same, sets performance standards, and makes formal appraisals of subordinates. Investigates grievances and complaints, resolve them informally and notify superiors of those of a serious nature. Assures safety and housekeeping practices are observed. Maintains work reports and records. Knowledge of applications of 2-hour firewalls, 1-hour firewalls, and smoke partition walls; prior experience building walls to meet fire codes; and prior experience installing metal fire door jambs and fire door jambs and fire-rated doors as well as the codes for proper installation is preferred but not mandatory. Work Schedule: Full-time, Monday-Friday, 8:00am-4:30pm Position Description Title/PD#: Supervisor Carpenter-Maint Mech/Paint Shop/PD139880 Physical Requirements: Physical Requirements: The Incumbent must be able to lift and carry heavy objects (occasionally more than 75 pounds) and hold them in awkward positions while they are being installed or removed. The Incumbent must be able to work for prolonged periods while kneeling, crouching, stooping, and/or standing in awkward positions and to climb and work from ladders, man lifts, scaffolding, and roofs. Work involves walking, standing, bending, climbing, and crawling. Working Conditions: Work is performed inside and outside (heat, cold, under, and outside of buildings). Installation, inspections, and repairs are often made under dirty noisy conditions. There is frequent exposure to the danger of electrical shock, strains, cuts, bruises, burns and infections, and asbestos containment areas. Must be capable of supervising and performing work that is performed outside in inclement weather or in areas that are very hot, cold, or unventilated: such as crawlspaces and mechanical rooms. Safety procedures must be followed, and appropriate protective safety gear must be worn, as required for the specific work area or task.
