DUTY LOCATION: 103d Airlift Wing (103d AW), East Granby, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG.
Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.
Duties
Position to be filled upon the vacancy of the incumbent.
A Recruitment Incentive of up to $10,000 may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position.
A Relocation Incentive of up to $10,000 may be paid to the selected applicant if he or she is a current federal employee of the US Federal Government. Acceptance of this incentive confers a two-year service agreement in this position.
JOB SUMMARY: The primary purpose of this position is to perform work in a broad range of ground safety program elements such as, inspections/surveys, evaluations, mishap investigations, advisory safety services to tenant organizations and safety training.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to:
Plans, directs, coordinates, and evaluates activities necessary to the overall management of the ground and weapons safety programs.
Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
Prepares supplements to regulations and manuals and develops specialized local regulations defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other Federal government agencies.
Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.
Develops and provides technical safety training/instruction to supervisors, employees, and/ or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, confined space, lockout/tag out and building evacuation procedures.
Requirements

Qualifications
GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 or 36 months of specialized experience in the following:
GS-09 REQUIRES 24 MONTHS:
Experience performing periodic onsite surveys, to determine compliance with applicable occupational safety standards.
Experience preparing or revising safety instructions and guides.
Experience advising personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps.
Experience investigating mishaps, obtaining statements from witnesses, and photographing mishap scenes.
Experience recording circumstances of mishaps and extent of injuries, preparing final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.
GS-11 REQUIRES 36 MONTHS:
Experience performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluating compliance with applicable regulations and hazard system.
Experience recommending measures and methods to correct safety and occupational health deficiencies.
Experience participating in planning for testing of munitions, and assuring integration of explosive safety criteria in testing procedures.
Experience reviewing test implementation directives for inclusion of appropriate safety criteria.
Experience preparing supplements to regulations and manuals for aircraft weapons safety and developing local regulations defining applicable mishap prevention procedures.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of occupational safety and health principles, practices, procedures, health regulations and standards applicable to the performance of a full range of complex occupational safety and health management responsibilities at a military installation involving planning, organizing, directing, operating, and evaluating the occupational safety and health program for ground and explosive surety.
Knowledge of work processes, methods, techniques and procedures to detect and correct unsafe conditions in diversified environments, e.g. aircraft maintenance/flight line operations, civil engineering, motor vehicle maintenance, contractor operations, and explosives handling and storage.
Knowledge of underlying psychological and physiological factors sufficient to plan and implement installation-wide safety education activities and promote the safe working practices and sound equipment operation procedures essential to the achievement of an efficient and safe working environment.
Knowledge of industrial work processes, material handling techniques, motor vehicle maintenance practices, compressed gases, shop machinery design, and industrial fire hazards sufficient to investigate and determine causal factors contributing to mishaps or incidents and resulting in hazardous working conditions.
Knowledge of construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to evaluate compliance with construction safety standards and devise innovative hazard control measures applicable to newbuilding construction and industrial modifications.
Skill in the interpretation of engineering drawing sufficient to identify possible hazardous conditions.
Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, safety and occupational health principles, regulations, standards, and work processes of assigned organizational segment; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of routine safety problems, and reporting procedures; and risk assessment methods and techniques for evaluating low safety and occupational health risk areas.
Knowledge of numerous established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures; and, risk assessment methods and techniques for evaluating normal occupational safety and health risks.
Knowledge sufficient to serve as a technical authority and make significant, far reaching decisions or recommendations in the development, interpretation, or application of the principal agency safety and occupational health policies or critical criteria.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
