Duties

Serves as an expert analyst of wholesale DoD Supply Chain functional subject areas in the Defense Logistics Management Standards (DLMS) program office. Negotiates complex business rules with Components and other trading partners for DLMS-based technology standards to include uniform policies, procedures, time standards, transaction sets, forms, and data management. Develops implementation conventions and extensible markup language (XML) schemas based on American National Standards Institute (ANSI) Accredited Standards Committee (ASC) X12. Conducts in-depth research and completes draft DLMS changes for coordination and approval using action officer techniques. Responsible for the management and administration of DoD Process Review Committees. Reviews, coordinates, and develops related policies and procedures that support acquisition and sustainment, as well as internal controls that facilitate auditability, as a DoD Supply Chain functional subject matter process expert. Acts as liaison and advisor to the USD(A and S) and USD(C), as well as the DLA Chief Data and Analytics Officer (CDAO), the Defense Automatic Addressing System (DAAS), and Federal Logistics Information Service (FLIS). Engages with contract entities and other trading partners such as General Services Administration (GSA), Federal Aviation Administration (FAA), National Oceanic and Atmospheric Administration (NOAA), and the Coast Guard. Identifies potentially conflicting business rules raised during the implementation of systems within the DoD Supply Chain area as related to DLMS standards and works to resolve prior to production.

Qualifications

To qualify for a Supply Systems Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of Department of Defense acquisition and sustainment including supply chain support processes relating to enterprise-wide business process transformation priorities. Design of Department of Defense business rules and development of processes associated with enterprise priorities. Providing recommendations to systems and business rules design within the enterprise in order to support long range strategies, business transformation and modernization efforts, and auditability. Experience in the design, development and execution of logistics data and metadata management policies, procedures, and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
