The primary purpose of this position is to provide executive management of logistical planning and programming activities with responsibility for analyzing logistics contingency readiness programs and plans, providing advice, assistance and long-term planning capability concerning AMC deployments policy.
Duties
Provides technical advice and guidance to the- HQ AMC Staff, Installations, and Units.
As a senior technical advisor on logistics readiness and aerospace Expeditionary Forces (AEF} issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with critical cargo and passenger movement, deployment/reception and deliberate planning policies and procedures.
Directs the preparation of/prepares deployment policy briefings and studies for presentation to HQ AMC/A7Z, Installations, Units, and higher headquarters.
Conducts command-wide conferences, develops agenda items, conducts meetings and presents associated briefings as directed.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations, and laws applicable to a full range of logistics management responsibilities. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the program. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify analyze and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of program strategic visions, to evaluate overall logistics process effectiveness and to recommend methods to help the section optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of federal and agency logistics concepts. principles, practices, procedures, and regulations applicable io a full range of logistics management to include cargo and passenger movement, deployment planning and operations, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the section.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Skill in analyzing issues and formulating solutions to complex problems.
Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to med program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
