This position is within Social Work Service, Tennessee Valley VA Healthcare System (TVHS) and is located at the Murfreesboro location. The Assistant Chief, Social Work Service, serves as full assistant to the Chief Social Work Service, for both administrative and professional practice. The incumbent is to share, with the chief, full responsibility for managing and supervising, all aspects of social work service operations.

The Social Work Service (Assistant Chief) duties are as followed:
Exercises supervisory and/or managerial authorities of GS-12 program managers and supervisors.
Exercises both administrative and professional accountability for a group of employees performing work at the GS-9, 11, and 12 level. This includes planning, organizing. implementing, directing, and evaluating a comprehensive range of Social Work Services at the Tennessee Valley Healthcare System.
Performs the administrative and personnel management functions relative to Social Work staff supervised.
Supervises a staff of employees to accomplish the work of the organizational units.
- Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
- Functions as a consultant on social work practice and functions with staff or other disciplines. This includes educating others regarding the psychosocial issues and needs of Veterans/families.
- The incumbent demonstrates expertise in knowledge and application of management theory as it applies to systems, medical setting, and professional staff. The incumbent serves as a mentor and/or consultant to Social Work staff on professional growth and development The incumbent also demonstrates skills in human relations, group dynamics, and process, team building and interdisciplinary team functioning, and organizational behavior related to management and productivity.
- The incumbent assumes responsibility for self-development, maintaining knowledge of current management theory and practices, keeping abreast of new developments and trends within the fields of Social Work, healthcare, and translating knowledge and understanding into practice. The incumbent develops a strong consultative network with counterparts in the community and with community agency representatives, colleges, and universities. and Social Work professional organizations.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. ? 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Assistant Chief), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. The assistant service chief must evidence possession of
supervisory and management skills, must be licensed or certified at the advanced
practice level, and must be able to provide supervision for licensure
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Knowledge of administrative and supervisory duties which includes personnel
actions, clinical supervision, consultation, negotiation with other departments, and
quality improvement.
Knowledge of legal, ethical, and professional standards applicable to social work
practice.
Ability to develop, maintain, and oversee social work programs in all settings.
Knowledge of social work practice, policy, and accreditation standards across the
continuum of health care.
Skill in providing consultation to facility leadership, managers, and other staff on
social work qualification standards, practice, competency, productivity, and
continuing education requirements.
Preferred Experience: Previous experience with program management; and managerial and supervisory duties is preferred.
