This position is physically located at the Cheyenne VA Health Care System. The incumbent reports directly to the Chief Fiscal Officer (CFO) of the facility and works collaboratively with the Regional Office.
Duties
Duties include, but are not limited to:
Conducts daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders to ascertain accuracy and completeness of data. Analyzes and reviews ADP maintenance listings and determines what additions, modifications, and deletions to data base are needed.
Responsible for the maintenance of the Financial Management System (FMS) that provides for the classifying, recording and analyzing of valuable information such as: (1) a basis for financial planning, (2) data for evaluating performance, (3) the cost of carrying out responsibilities and (4) the status or financial condition and results of operations.
Provides instruction and technical expertise on fund control point management and employee travel training to accounting technicians, control point officials, service/care line chiefs, and fund control clerks as needed to fulfill their jobs in a fully successful manner.
Supplies financial reports to operating program officials for informational and planning purposes, providing management with analytical and interpretative analysis for use in planning, evaluating operating costs, and measuring operating results in terms of future program requirements.
Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Solely responsible for the following systems to include but are not limited to: IFCAP (Integrated Funds Distribution Control Point Accounting and Procedure), AR (Accounts Receivable), FAP (Fixed Asset Program), Maximo, CCS, (Credit Card System), IPPS (Invoice Payment Processing System), VPFS (Veterans Personal Finance System, Concur (Travel Management System), VATAS, and FMS. Each of these systems is different from a functional standpoint and lacks a true interface for open flows of information between systems. The incumbent must possess advanced accounting skills and knowledge to extract information from these complex systems.
Validates a variety of accounting data which is entered into schedules and accounts.
Validates data entered in the accounting systems and consolidated for a functional program.
Responsible for the day-to-day operations of the agent cashier, accounting, employee travel, and all auditing functions in the Finance Service.
Responsible for the maintenance of a computerized double-entry method of recording transactions in accounts that are maintained on the accrual basis.
incumbent must possess expert skills and experience spanning the full range of asset, liability, income and expense accounts found in the usual commercial system.
Gives advice, counsel, and instruction to employees on both work and administrative matters.
Assign work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to promote team building or improve business financial practices Factor.
Performs the administrative and personnel management functions relative to staff supervised.
Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Find ways to improve production and increase the quality of work.
Work Schedule: Monday - Friday (8:00 AM - 4:30 PM)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional and academic knowledge of accounting theory, principles, concepts, cost accounting and auditing standards, methods, and techniques; knowledge of the missions, procedures, and organization structure of VHA; knowledge of the financial programs in use in VHA which include IFCAP (Integrated Funds Distribution Control Point Accounting and Procedure), AR (Accounts Receivable), FAP (Fixed Asset Program), Maximo, CCS, (Credit Card System), IPPS (Invoice Payment Processing System), VPFS (Veterans Personal Finance System, Concur (Travel Management System), VATAS, and FMS; knowledge of the budgetary process and of reports generated by FMS and various other computer systems; assures that statements and reports are accurately reflecting the financial status of station operations; applies knowledge of accounting principles, theories, and practices when there is a need for improving the accounting system; must recognize and understand management's goals and financial control functions when there is a need for investigation or study if possible, problem areas, and call attention to superiors to offer advice or recommend solutions based on the incumbent's best professional judgment; knowledgeable in the computerized travel system Concur to ensure all federal travel rules and regulations are being followed for booking travel arrangements, advancing funds, managing travel card oversight, and ensuring expense vouchers are completed timely and accurately by returning travelers; provides technical and administrative supervisory authority/support over the Finance service line; provides oversight and evaluates the validity of the accounting records and recommends and establishes necessary procedural changes and maintains accurate records by subordinates.

Physical Requirements: Work is normally performed in an office while seated at a desk or table. Incumbent occasionally carries books and papers weighing up to 15 pounds to and from meetings away from the work site.
