Responsible for overseeing the DoD's military construction and facilities management programs to provide U.S. forces with installation assets and services in a cost effective, safe, sustainable, and environmentally sound manner.
Duties
Supports the development and collection of data on DoD facility and infrastructure requirements and resources, to include foreign government (Host Nation) cash funded and in-kind construction. Performs in-depth analyses on DoD facility and infrastructure requirements and resources including Host Nation cost sharing/funding to determine their propriety and effectiveness.
Organizes and directs the review and analysis of a variety of complex problems, issues, studies and plans. Assignments may include but are not limited to: (a) evaluating new or alternative concepts for improving facility acquisitions, facility sustainment, and modernization; (b) designing criteria and techniques to evaluate effectiveness of resource levels; (c) performing oversight of the execution of construction programs such as the Energy Resilience and Conservation Infrastructure Program, European Deterrence Initiative, and Pacific Deterrence Initiative; (c) developing strategy, plans, and policy for cost sharing/funding programs and management tools to analyze funding requirements; and (d) participating on U.S. teams to negotiate cost sharing agreements with Host Nations with respect to DASD(Con) facilities programs.
Initiates programs, actions and taskings to ensure adherence to DoD policies and procedures, and ensures that programs accommodate operational requirements and promote the readiness and efficiency of the armed forces. Participates in the various stages of the DoD Planning, Programming, and Budget Execution (PPBE) System for DASD(Con) programs. Develops and initiates management techniques and practices to facilitate the critical review and analysis of DASD(Con) programs.
Develops justifications to convince senior DoD officials, Congress and the public of the need to meet requirements at defense installations; improve management of defense installations; provide installation commanders the authority and incentive to innovate, reap rewards and manage in ways that maximize effectiveness; foster competition and creative thinking at defense installations, Military Departments and Defense Agencies, and other Office of the Secretary of Defense (OSD) stakeholders, to provide excellent installations for readiness and quality of life.
Promotes the coordination, cooperation, and mutual understanding within the Department of Defense, and between DoD and other Federal agencies, Military Departments, Defense Agencies, and the civilian community on various sustainment programs. Works with the private sector to identify best business practices and integrate them within DoD. Provides technical advice to officials in OSD, the Military Departments, Defense Agencies, DoD Field Activities, Combatant Commands, Office of Management and Budget, and Congress on matters affecting facilities and infrastructure on DoD installations.
Conducts analyses, provides advice, makes recommendations and drafts policies or procedures on DoD facilities management plans and programs, including those involving Host Nation contributions toward the costs of stationing U.S. forces. Incorporates force structure changes, base structure realignments, alternative methods of financing DoD's military and humanitarian missions, and unforeseen world and natural events. Leads analytic research studies and projects to develop new, improved policies and programs, optimize use of available resources, and achieve program goals.

You may qualify at the NH-0343-03 (GS-12/13) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-0343-02 (GS-11) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
1. Plan, direct and negotiate with diverse organizations to meet requirements for defense installations.
2. Designs and conducts infrastructure data analyses for Combatant Commands, and DoD organizations, programs and missions.
3. Gather, analyze, plan and organize work for a military construction and facilities management program.
4. Oversees the sustainable concepts associated with the design and construction of facilities.
5. Lead special study teams from diverse organizations to negotiate cost sharing agreements with host nations on DoD facilities programs..

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
