You will serve as the Purchasing Agent for the Logistic Service located in Mann-Grandstaff VA Medical Center in Spokane, Washington.
Duties
You will be a purchase card holder who fulfills acquisition requests under the federal micro purchase threshold, ensuring these purchases are procured in accordance with Federal and VA regulations, policy and procedures.
You will prepare, control, and review procurement documents and reports; verify or abstract information contained in documents and reports.
You are required to work with practical knowledge of procurement procedures, operations, regulations, and programs.
You will contact vendors to get status of orders and expedite delivery; maintain various procurement files.
You will resolve a variety of shipment, payment, or other discrepancies.
You will maintain responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System and supported catchment area
Work Schedule: Monday- Friday, 07:00 am-3:30 pm.
Telework: Ad- Hoc only may be authorized. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirement within 30 days of the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-06 position you must have served 52 weeks at the GS-05.

You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Locate, add and retrieve information using automated or manual small purchase systems; Familiar with purchasing methods and procedures used to make purchases for a variety of standardized requirement at varying dollar values to ensure purchases are in accordance with federal and VA regulations; Perform variety of related purchasing methods; place orders of single award Federal Supply schedules, similar contracts, or using imprest fund or credit card accounts. OR,
Education: EDUCATION (TRANSCRIPTS REQUIRED): Successfully completed one (1) year of graduate education that is directly related to the duties of the position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. NOTE: As a general rule, education is not creditable above GS-05 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands.
Work Environment: The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
