This position is in Region 10, Mission Support Division, Human Resources Branch. About Region 10: https://www.epa.gov/aboutepa/epa-region-10-pacific-northwest  This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Partial work-from-home flexibilities may be authorized.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as advising management on human resources policies and procedures in at least one of the following areas: staffing/recruitment, classification, employee development, labor relations, and employee relations; preparing reports on human resources data; recommend efficiencies of the HR services provided to customers. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as advising management on human resources policies and procedures in at least two of the following areas: staffing/recruitment, classification, employee development, labor relations, and employee relations; analyzing and preparing reports on human resources data; recommend and lead efficiencies of the HR services provided to customers. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of HR workforce planning, staffing and recruitment strategies. Ability to research, interpret and advise on laws, regulations and policies related to human resources issues. Ability to prepare reports and analyses on HR matters. Ability to provide policy guidance on issues such as time, leave and attendance, and telework. Knowledge of HRIT systems and tools. Ability to establish relationships between various stakeholders. Ability to act as a consultant to management on human resources issues. Ability to provide leadership and training to HR staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
