This position is assigned to the Health Administration Service (HAS) located at the Chesapeake Community Based Outpatient Clinic (CBOC) and at the Western Branch CBOC. Position performs and oversees clerical work supporting the outpatient care and treatment given to patients. The advanced medical support assistant (MSA) position has a pivotal role within the VHA Patient Aligned Care Team (PACT) in Primary Care as clerical support to outpatient specialty care teams.

Duties

The Advanced Medical Support Assistant (MSA) works collaboratively in an interdisciplinary coordinated care delivery model such as a patient aligned care team or specialty setting where the team model is used. Members of the team include the MSA, a Registered Nurse Care Manager, a Licensed Practical Nurse/Licensed Vocational Nurse and a primary care provider. The team provides the majority of the healthcare needs for an assigned panel of patients. The team works collaboratively with other members of an expanded health care primary care team including pharmacists, social workers, dieticians, behavioral health staff, etc. to provide a robust interdisciplinary approach to care. Important interfaces and collaborations also occur with larger health care system providers including VA and non-VA specialists, hospitals, diagnostic and treating facilities, and community based programs. The advanced MSA position in the context of the specialty clinic is also a collaborative effort with physicians, nurses and support staff seeing patients for consultations and follow-up care. The incumbent performs such duties as, but not limited to: Responsible for scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments include scheduling, cancelling, re-scheduling patients appointments and/or consults including imaging studies; entering no show information daily; monitoring the electronic wait list (EWL); preparing for clinic visit by printing out the daily patient appointment list; monitoring both inpatient and outpatient appointments for area's or responsibility; ensuring encounters forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information through insurance card buffer (ICB); performing basic eligibility, printing the (EARR) encounter action required report for the area assigned daily. Collaborates with the medical team to assure continuity of care; evaluates patient information and clinic schedule lists to determine whether a patient is vested; educates providers about shared patients (those who receive their care at multiple VA's or those who have care in the community through the VA MISSION Act) and bringing it to the attention of the provider. Uses the Veterans Health Information & Technology Architecture (VistA) to access information in the Medical Center Computer System. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: For Advanced Medical Support Assistant, GS-6: One year of experience at or equivalent to the next lower grade level GS-5. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs: Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met. Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns. Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care. Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-6. Physical Requirements: The work requires some physical exertion, such as extended periods of walking while making clinical rounds or making contacts with other services of the Medical Center. There are also some requirements for standing, twisting, bending, sitting, and carrying of supplies. Must be able to lift (30 lbs.) and carry short distances.
