This position will be located in DCAA Headquarters, Fort Belvoir, VA OR at a DCAA Center of Resource Excellence location (La Palma CA, Smyrna, GA, Lowell MA, Cherry Hill NJ, King of Prussia PA, or Irving TX). Location of the position will be determined at the time of selection.
Duties
The position reports to the Operations Team, Accounting Branch, Financial Management Division, Human Capital and Resource Management Directorate, Headquarters, Defense Contract Audit Agency (DCAA), Fort Belvoir, Virginia.
Responsible for examining, analyzing, interpreting and monitoring obligation data and contract agreements for reimbursable orders.
Researches and analyzes anomalies in the financial management automated data system and ensures that accounting transactions are posted accurately and timely.
Reviews reimbursable audit program earnings to evaluate new and continuously changing funds and/or obligations.
Reviews Agency reimbursable contracts managed by DCAA contract function for accuracy and obligates/de-obligates funding, as required.
Prepares a variety of financial statements used to reconcile status of funds, expenses, and obligations, as required by DCAA leadership.
Ensures the maintenance of the Agency's DAI accounting system is up-to-date, so that the obligation and disbursement of reimbursable funds are processed correctly, with the correct customers' accounts being billed.

Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
Specialized Experience:For the GS-9: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-07 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: entering and evaluating data from automated; assisting and advising on accounting program operations and application of financial data and recommending alternatives to resolve issues; assisting reconciling accounts receivable and accounts payable; preparing routine reports and implementing fiscal year end closing procedures for funds to identify trends; analyzing technical work and implementing processes in accordance with policy, regulations and reporting requirements.
For the GS-11: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-09 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: entering, analyzing and monitoring data from automated systems to recommend policies and procedures; technical advising on accounting program operations and application of financial data, recommends alternatives to resolve issues and reports accounts reimbursable data to program officials; reconciling accounts receivable and accounts payable; preparing and analyzing reports to identify discrepancies for corrections to satisfy reporting requirements recommending new strategies for system problems; analyzing, evaluating and implementing financial and accounting systems in accordance with policy, regulations to make recommendations for adjustments when mandated.

Education
Substitution of Education for Specialized Experience:
For the GS-9: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.
For the GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (
