In this position you will manage Edwards AFB airfield infrastructure to safely support DoD and NASA flying missions; provide airfield expertise to assist flight test planning and execution.

Duties

For additional information on direct hire opportunities with the Air Force please click here. Plans, organizes, and oversees Airfield Management (AM) activities. Develops, directs, and implements plans, policies, and procedures essential to flight safety and flight operations. Interprets higher headquarters policies and implements AM actions within the Airfield Operations Flight. Researches, interprets, analyzes, and applies DoD, Air Force, Federal Aviation Administration, and International Civil Aeronautical Organization rules and directives. Oversees maintenance and operation of the airfield, ensuring compliance with all applicable criteria. Determines safety of airfield surfaces, opening or closing them based on knowledge of aircraft configurations and operational requirements. Coordinates with CE to craft airfield waivers. Collaborates with CE, Army Corps of Engineers, and contractors to plan and execute airfield projects Serves as base airfield subject matter expert, representing the installation on all airfield management matters. Provides airfield expertise to assist all DoD, NASA, and civilian flight test programs at Edwards. Performs supervisory personnel management responsibilities for military and civilian employees.

  • May be required to work rotating shifts and overtime.
  • Must have experience managing Airfield Management and obtain a flightline drivers license within 60 days and maintain currency.
  • Occasional Travel may be required.
  • This is an acquisition coded position. Selectee must complete required certification level 2 in Test and Evaluation within 24 months of assignment.

In order to qualify, you must meet the Individual Occupational requirements described in the Office of Personnel Management (OPM) Qualification Standards for Transportation Operations Series positions located here. Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. OR Experience For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is experience as Airfield Management/Airfield Manager at large complex airfields (Multiple runways/airfields), recent supervisory experience of large groups of personnel desired, supervisory experience of military/DoD civilians, training of Airfield Management personnel. Knowledge, Skills, and Abilities 1. Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation Organization rules, and other applicable laws, regulations, instructions, and directives, as they pertain to airfield management, airfield criteria, air traffic control, and aircraft operations. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to analyze, plan, and adjust work operations to meet program requirements, and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance.
